Wilson, City Manager PREPARED BY: Antonia Graham, Assistant to the City Manager Subject: Approve the March 2019 City of Huntington Beach Strategic Plan Update Statement of Issue: The City Council held a Strategic Planning Retreat on February 7, 2019. The session, led by a facilitator included five Council Members, the City Manager, and Department Heads. The City Council developed four (4) Strategic Plan Goals and created twenty (20) Strategic Objectives. The Strategic Objectives were reviewed in a public meeting and through consensus by the City Council Members present, compiled into a draft Strategic Plan grid. Financial Impact: Not applicable. Individual Strategic Objectives which have a budgetary impact will be considered separately. Recommended Action: Approve the March 2019 Strategic Objectives Update as contained within Attachment 1. Alternative Action(s): Amend or reject the Strategic Objectives Update and direct staff accordingly. Analysis: In 2009, the City Council began an annual strategic planning process to develop consensus on a Mission Statement, Three-Year Goals, and corresponding Priority Strategic Objectives. This process is ongoing and is a critical component of maintaining the City in a fiscally sustainable manner. In fulfilling this process, the City Council met on February 7, 2019, to review and update the Three-Year Goals and their Priority Strategic Objectives. The Strategic Objectives contained in the matrix all gained consensus at the Strategic Planning Retreat. Additionally, the Strategic Objectives were brought forth to City Council on March 4, 2019, where they were approved in their entirety. The attached Strategic Objectives Matrix contains a status and comments column that are updated to reflect the most recent activity on each item that was identified at the Council Strategic Planning Session. The status is reported to Council monthly. Environmental Status: Not Applicable. The Strategic Planning Retreat is a noticed public meeting, and members of the public are in attendance. The Strategic Objectives Grid is an attachment to this item. The City Council's mission statement is as follows: "The City of Huntington Beach provides sustainable quality services to maintain and enhance our safe and vibrant community." Each month, Staff will provide the attached matrix to the City Council with updated information on the status of each Strategic Objective. Beginning in 2018, staff agendized the Strategic Objectives that gained consensus at the off-site session and presented them to the full City Council as an administrative item. As an administrative item, the City Council is asked to approve the Strategic Objectives to ensure public transparency and authorization for Staff to proceed on bringing forward each of the items. The existing Frontier/Spectrum wired broadband duopoly is not serving the city well. I've been a residential FiOS customer for the past 15 years, and while the network performance is great, pricing has grown increasingly punitive under Frontier to the point that I am feeling gouged. A couple of years ago, out of frustration with Frontier's increasing prices, I allowed a cold-calling Spectrum salesperson who showed up on my doorstep one day to issue me a price quote. He said that he had to start the order entry process in order to generate a quote, but no order would actually be placed at that time. Well, he lied to my face. While I was traveling outside of the country a few weeks later, a Spectrum truck pulled up to my house expecting to install the service, but because nobody was home, they left. I was livid at being lied to, and will NEVER have any interaction with Spectrum again. So that leaves me stuck being gouged by Frontier, who is probably headed towards bankruptcy. I strongly support a Broadband Master Plan to build more fiber in this city to bring more connectivity choice to residents and businesses. ***** I also support strategic planning financial sustainability goal#4 to hold a study session on cannabis land uses. While I support the initial baby step being taken here, I hope that one day the city will pursue nearly full Prop 64 legalization similar to Santa Ana that also includes retail medicinal/recreational sales. Fun fact-- I actually voted AGAINST Prop 64 out of ignorance and misconception due to never having personally tried cannabis up to that point in time. 55%of HB voters voted FOR Prop 64 by a margin of 10,000 votes. But after struggling with insomnia for decades and neuropathy for years and being dissatisfied with the efficacy and side-effects of half a dozen Big Pharma solutions for those problems, I decided to give cannabis indica edibles a try one year ago, and I've found them to be helpful for both medical problems. My very first edible dose made me realize that the vacuum of my former inexperience had been filled by hype and hysteria which bore little resemblance to the reality of shopping for and consuming cannabis. The Santa Ana legal/licensed retail experience is benign.The closest dispensary to me is an easy 15-20 minutes down Warner Ave.All of the dispensaries I've shopped at so far appear to be well run,generally with two security guards on the premises(one outside and one inside), and require you to show valid state ID for registration and then entry to the sales floor.There are no sketchy characters loitering around. HB is leaving sales tax dollars on the table by not looking at retail sales.Those tax dollars are being spent in Santa Ana instead. The only cannabis-related land uses I would NOT be in support of are on-site consumption (i.e. cannabis lounges, etc). This is based on my personal experience that edibles of therapeutic level for me are plainly too impairing for driving. It's a non-issue for me since I consume edibles at home an hour before bedtime and then sleep it off until morning, but I could see it being a big public safety issue for social on-site consumption and then people attempting to drive home afterwards. Don't be misinformed on this subject like I was by virtue of abstinence. Regarding the proposed City Council study session regarding the pros and cons of the cannabis economy,with the exception of dispensaries and cultivation, I respectfully disagree with the City position,stated again by staff at the March 4, 2019 City Council meeting during the Strategic Plan presentation,that retail dispensaries would create public safety issues. The City position regarding cannabis as a public safety issue seems to arise from politics, not facts. I would again point out, as I have in the past,that City leaders have been given one-sided information on this issue. Prior to updating the City's zoning codes after full legalization in California(codes that now clearly ban retail outlets in the City), HBPD chief Robert Handy on June 19, 2017, gave a presentation to the City Council in a study session,covering all the reasons legal cannabis is bad. He cited the experience in Colorado, claiming higher DUls,more hospitalizations from overdoses, increased organized crime,and more youth use of pot. His data source was unclear, but apparently came from a police chiefs' conference in Colorado.The City Council soon after updated its zoning to prohibit retail sales,similar to its treatment of medicinal outlets. But chief Handy's data was, in many respects,contradicted by the best source of data,the then-current report from the Colo. He said Colorado does a healthcare poll every year and surveys 20,000 people,so these statistics "are pretty firm. ... our fears have not happened yet." Since 2009, at each strategic planning session, the facilitator Marilyn Snider leads the City Council in a session that reviews the City's strengths, weaknesses, and opportunities. Additionally, at this session the Chief Financial Officer provides the Council with an overview of the City's finances - both a short-term and long-term financial picture. This overview of the City's financial position, the Council can then prioritize future goals and projects. At each session, the Council, City Manager, and Department Heads meet to update the three-year goals and to come to consensus on new sixth-month strategic objectives.
