The purpose of this narrative is to comply with Article 15 of the application requirements
regarding the staff review for the proposed change in use of the retail store located at 9122
Adams Avenue at the southeast corner of Magnolia Street and Adams Avenue in the city of
Huntington Beach.
The subject Premises is a 6,330 square foot free-standing retail building located within the Drug
Emporium shopping center at the southeast corner of Magnolia Street and Adams Avenue in the
city of Huntington Beach.
The Center, originally built in 1974, comprises approximately 71,265 square feet of leaseable
area, and includes as tenants, Drug Emporium, Liquor Warehouse, Century 21, Sumitomo Bank,
Carl's Jr. and Jiffy Lube. Additionally, there are a host of other small retail shop tenants within
the Center.
At issue is the change of use in the 6,330 square foot retail building at the far easterly end of the
shopping center from general retail use to medical use. This Premises, formerly occupied by a
record store and Hallmark Cards, is under consideration by Dr. Jamie Lewis of Memorial Prompt
Care to house his general practice medical group. The resultant change in use of the Premises
has increased the parking required for this particular Premises by four (4) cars. Ultimately, there
are 363 cars of parking required to accurately park all of the tenants of the shopping center, and
there are 359 cars provided.

Pursuant to Huntington Beach Zoning & Subdivision Ordinance 231.04-C, the Landlord is
seeking a parking space reduction of four (4) parking spaces per the proposed change of use from
retail to medical. The Landlord seeks a waiver of the four (4) additional required parking spaces
in return for an upgrade to the shopping center's existing landscaping.
A description of the surrounding uses from the shopping center are as follows.
1. To the North: Across Adams Avenue is another shopping center, general
commercial.
2. To the South: Church for religious use.
3. To the East: Single-family residential.
4. To the West: Across Magnolia Street is a gasoline station/convenience mart
surrounding by single-family residential.
The proposed Memorial Prompt Care medical office will serve the general population within a
3-mile radius of the Premises.
Pursuant to the City of Huntington Beach, Planning Department, the subject Premises is not
located within a Hazardous Waste and Substance site pursuant to Section 65962.5 of the
Government Code.
