Dear Neighbor:
The City of Huntington Beach requires Limited Notification of adjacent
property/business owners and tenants when an applicant proposing a restaurant outdoor dining
service meets certain criteria. Thus, we are writing to inform you that, pursuant to numerous
patrons' requests, Moulin Rouge Bistro is now proposing to establish food and drinks services on
the patio area at our 10142 Adams Avenue restaurant location.
The application for the proposed services will comply with development standards of the
Huntington Beach Zoning and Subdivision Ordinance. Pursuant to the City"s Limited
Notification standards, you are encouraged to review the proposed plan for compatibility issues,
such as noise, design, location, and hours of operation. Plans are available for review and
comment at the Planning Department from August 12- , 2002 through August , 2002, at

Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the
action taken by the Planning Director becomes final at the expiration of 10-day appeal period. A
person desiring to appeal the decision shall file a written notice of appeal to the Secretary of the
Planning Commission within ten calendar days of the date of the Planning Director's action. The
notice of appeal shall include the name and address of the appellant, the decision being appealed,
and the grounds for the appeal. A filing fee shall also accompany the notice of appeal. The
appeal fee is $255 for a single-family dwelling property owner appealing-the decision on his/her
own property. The appeal fee is $865 for all other appeals. The appeal period starts at the end of
the 10-day review period.

Patio Dining Service Proposal
In accordance with Moulin Rouge's patrons' requests, Moulin Rouge is in the
process of applying for the City of Huntington Beach's approval to provide dining
services to patrons who wish to dine and/or drink on our outside patio/porch area. The
patio area is only approximately 391 square feet; thus, the initial plan is to only provide
limited food and drinks service to patrons who desire to sit outside and who will not
require full service dining. The patio dining area will be staffed with at least one server
at all times. Patrons will be able to use the patio area during Moulin Rouge's normal
hours of operation, which is currently 5 pm to 2 am, Monday through Sunday.
Moulin Rouge Bistro is located within a shopping center on the southeast corner
of Brookhurst and Adams Avenue. Moulin Rouge is bounded by restaurants and retail
stores to the north, south, east and west, and some residential apartments, condominiums,
and single-family housing located across Adams Avenue to the north and behind the
shopping center to the east. Thus, the proposed patio dining service is to better
accommodate the patrons who are substantially comprised of the nearby residents and
employees of businesses within proximity of Moulin Rouge.
The undersigned hereby declare that the project site is not located within a
Hazardous Waste and Substance site pursuant to Section 65962.5 of the California
Government Code.
