231.22 Driveways; Visibility
Visibility of a driveway crossing a street or alley property line or of intersecting driveways

Landscape, planting and irrigation plans shall be prepared consistent with the requirements of

231.26 Parking Area Plan Required
Prior to the construction, reconstruction, or re-striping of an off-street parking area, a parking
area plan shall be submitted to the Director for the purpose of indicating compliance with the
provisions of this section. This plan shall include: (3334-6/97)
Location and description of fencing and architectural screen walls. (3334-6/97)
Location and placement of parking stalls, including bumpers, striping and circulation,
all dimensioned to permit comparison with approved parking standards. (3334-6/97)
Location and placement of lights provided to illuminate the parking area. (3334-6/97)
A drainage plan showing drainage to a public way in accordance with accepted
standards or practices. (3334-6/97)
A landscape, planting and irrigation plan prepared consistent with the requirements of
Chapter 232. (3334-6/97)
Existing off-street parking areas that were approved at a reduced dimension (e.g. width,
length, aisle width) may be reconstructed and re-striped or only re-striped at their
previous reduced dimension. (3677-12/04)
When re-striping, parking stalls shall be as depicted in Section 231.14, Diagram A.
(3677-12/04)
If a parking area is proposed to only be re-striped; no landscape, drainage, or lighting
plan is required. (3677-12/04)
Single-family dwellings on pre-existing lots are exempt from this requirement. (3334-6/97)
231.28 Oceanside or On -Street Parking within the Coastal Zone
If any existing oceanside or on-street parking within the coastal zone is removed, it shall be
replaced on a one for one basis in an area that would not result in the loss of any sandy beach
area and within walking distance of the existing site. Replacement parking shall be assured
prior to the issuance of the coastal development permit and shall be provided before any
existing parking is removed so that there will be no reduction in the'number of parking

Attached are some minor revisions made to the site plan received on July 23, 2008. The revisions encompass
reducing the parking stalls to 17 ft. in depth in order to eliminate the need of utilizing wheel stops, capturing the
eliminated 2 ft. at the head of the parking stalls for landscaping purposes, deleting the notation of "One Way", and
shifting the gutter opening in the center planter slightly to the north to provide a curb stop for the two adjacent
parking spaces. See the attached site plan for clarification of the noted comments. Please make the necessary
changes and submit them to me as soon as possible. Should you have any questions regarding the identified

The plan provided by A&S includes the landscape area per Mr Chuck Davis request and the 26 foot driveways at
the 90 degree angled stalls. We made up the dimension bust by limiting the driveway to the angled stalls one way
with a 20 foot drive It all works per code!
I spoke with Target and they or good with this plan - please confirm that you and Chuck agree

Yasmin from our office will be e.mailing you the revised drawings regarding item 1,2,&3
Item 4 is the one that concerns us, I have visited the site again and noticed that there are other parking rows that
do not have planter area in the middle of parking spaces and we are concerned that we do not have the
necessary irrigation and electrical requirements to accomodate this requirements
Also by adding this landscape planter, we loose some parkign spaces
I apprecaite any help or reconsideration you can give us on this item.

3. The parking spaces shall be depicted as 9 ft. wide by 19 ft. deep and double striped pursuant to City's
parking requirements (See Section 231.14).
4. Provide a planter and landscaping at the head of the proposed parking spaces to match the existing

I'm still seeing an issue with the parking layout One of which is with the driveways accommodating the 90
degree parking spaces. The Huntington Beach Zoning and Subdivision Ordinance (HBZSO) require that two-way
traffic be provided with 26 ft wide driveway aisles. Therefore, the 24 ft 2 in and 25 ft. 3 in. drive aisles are
insufficient However, this requirement only applies to 90 degree parking spaces rather than the 30/45/60 degree
spaces which can be provided with a 20 ft wide drive aisle You may want to change the angle of the parking
spaces on one of the drive aisles to provide you with additional area for the remaining parking area Secondly,
please provide the width of the new planters and a break line at the east portion of the property to clarify that this
site isn't a corner property. Please contact me should you have any additional questions

The comments are listed as follows
1. Identify the scale factor on the submitted site plan
2. Expand the scope of work to include all four parking aisles
3. The parking spaces shall be depicted as 9 ft wide by 19 ft. deep and double striped pursuant to City's
parking requirements (See Section 231 14)
4. Provide a planter and landscaping at the head of the proposed parking spaces to match the existing
planters and landscaping utilized at the commercial shopping center (See Attached Aerial Pictures)

My apologies for not getting back to you earlier.
Yasmin from our office will be e.mailing you the revised drawings regarding item 1,2,&3.
Item 4 is the one that concerns us, I have visited the site again and noticed that there are other parking rows that
do not have planter area in the middle of parking spaces and we are concerned that we do not have the
necessary irrigation and electrical requirements to accomodate this requirements.
Also by adding this landscape planter, we loose some parkign spaces.
I apprecaite any help or reconsideration you can give us on this item.
