Dear Howard
As a follow up to our meeting with the City Administrator and select City Council
members, I am enclosing a proposed project narrative and color renderings of Beach
Promenade, our concept for the Southeast corner of Beach Boulevard and Atlanta
Avenue The project will demolish the existing shopping center, and construct 98,000
sq ft of new general retail, restaurant and office uses, along with a 120-room hotel
and 150-175 residential condominium units The project will require the consolidation
and re-mapping of the existing property, abandonment of the frontage road and the
creation of a mixed-use Specific Plan Zoning Amendment
We have submitted the plans and a request for an Initial Plan and Zoning Review
(IPZR) to the Planning Department, for review and comment Once we have
confirmed the entitlement process, we will be prepared to assemble the necessary
information to proceed with the next steps of the, process We look forward to
working with you during this time to formulate our public/private transaction

Subject. IPZR for Shopping Center Located at the Southeast comer of Beach Blvd. and Atlanta Ave.
As a follow up to our meeting with the City Administrator and select City Council members, we would
like an IPZR for Beach Promenade, the proposed project located at the southeast comer of Beach
Boulevard and Atlanta Avenue. We are proposing to demolish the existing shopping center and
construct 98,000 sq. ft. of general retail/restaurants, a 120 room hotel and 150-175 condominiums on
the subject property (please see attached narrative). The project will require consolidation of all
parcels, abandonment of the existing frontage road and the creation of a mixed-use specific plan to
permit condominiums within this area of the city
It is our understanding that the following applications are required for initial submittal to the City of
Huntington Beach in order to start the processing of the project. We are requesting confirmation of
-these applications and any additional information that will make the entitlement process as efficient as
possible. -
o General Plan Amendment
o Zoning Text Amendment (creation of specific plan)
o Environmental Impact Report
o Conditional Use Permit
o Tentative Tract Map
o Design Review

regarding this mixed-use ccmmercial/residential project.

The undersigned, as owner of parcel 17 as shown on the attached plot plan, hereby
consents to Mr Bijan Sassounian's processing of a parcel map covering the shopping
center located at the southwest comer of Beach Boulevard and Atlanta Avenue in the
City of Huntington Beach, in order to accommodate conceptual architectural plans that
has been prepared by MCG Architects and is made a part of this memorandum.
Provided the final parcel map is in substantial conformance with the provided
architectural plans and we also, have reached a mutual economic agreement then, the
undersigned will execute such documents as are necessary to record the final parcel map
This consent does not in any way obligate the undersigned to pay any costs, fees, or
expenses to the City of Huntington Beach, the engineer, or others in connection with such
parcel map and the recording thereof.

After several meetings with Mr Sassounian where he showed us his concept for the
redevelopment of the shopping center located at the SEC Beach @ Atlanta, Rite Aid is
excited to be a part of that project.
Many details need to be worked out, but with Rite Aid's long history at this location and
the plans Mr Sassounian has for the center, we believe it will be a good deal for all
involved, including the City
