As the above matrix illustrates,the proposa`"project complies with
all aspects of the Huntington Beach Ordinanc 3Code. Although the
project complies with thetechnical aspects -of the development
standards , the southern driveway adjacent to `the Newland Center
driveway is a major concern.
The proposed medical office buil.ing is located adjacent to the
Newland Center on the east; side) of Beach Boulevard south of Yorktown
Avenue. The site is the formerlocation of the Huntingtin Lanes
Bowling Alley. Early on in the**evaluation of' ,the proposed medical
office building staff encouraged,the applicant to work with the
Newland Center and provideesa common driveway. nd reciprocal access
between the two sites.ti

After numerous attempts to','provi7de a common driveway and reciprocal
access between the two sites (see-;,Attachment No: 7), both the
applicant and staff have designed ran alternative access for the
southern driveway. Based on they City Traffic , Engineer's
recommendation (see Attachment No: 6) the applicant has designed the
southern driveway as depicted in the exhibit below.

design is adequate. The applicanthas agreed to provide an
irrevocable agreement to dedicate,.reciprocal access and will
participate in a common driveway should there be"1an opportunity in

received November 8, 1989, is preferable to the.1987 agreement.

On October 26, 1989, the Design Review Board reviewed and approved
the architectural merit of the project. Discussion of the access to
the site concluded with the Design)Review Board directing the
applicant to develop a designf4,for ingress to thlfproposed medical
office building and to Newland Center . The City+Traffic Engineer
has proposed that a raised median-strip be placed ,in the median
break so as to permit left turn ingress only. St'aff feels that this
