The following is our research and analysis, addressing Pacific Sales outlets in
Southern California As I am sure you are aware Pacific Sales is a wholesale
and distribution center, catering primarily to contractors, remodelers and
designers However because their customers send their clients to view and
select products the outlets are designed more like a showroom than a
warehouse While the interior design may reflect a showroom the function is
wholesale and not retail The outlet locations are typically within industrial zoned
areas of a community
Pacific Sales has two facilities in Orange County, Irvine and Brea The Irvine
location was constructed as a spec industrial building with 5,759 square feet of
office and 37,771 square feet of ware housing The parking requirement was 1
space per 250 square feet of office and 1 space per 1,000 square feet of
warehouse The total parking required was 60 spaces, the total provided was 61
spaces No additional Entitlement was required for Pacific Sales to occupy the
building Brea processed the Pacific Sales request in the same manner, only a
Certificate of Occupancy was required to move into an existing industrial building
Building plans were not available for our review, therefore specific calculations
have not been included However, the building was originally built as spec
industrial with a parking requirement of 1 space per 1,000 square feet

The pattern for Pacific Sales throughout Southern California was the same, to
occupy existing buildings within industrial neighborhoods The standard used by
Pacific Sales is 1 parking space per 1,000 square feet of space This results in a
need for 25 to 35 spaces for the outlets listed below Recently Pacific Sales was
acquired by Best Buy with four current projects underway
® Ontario - 31,833 sq ft w/ 69 pk sp
®La Jolla - 31,000 sq ft w/ 58 pk sp
West Los Angeles - 26,960 sq ft w/ 22 pk sp
®Huntington Beach 22,338 sq f t w/ 48 pk sp
The average parking supply for three of the above outlets is within the 1 space
per 1,000 square foot requirement, typical for warehouse use The West Los
Angeles outlet is closer to 1 space per 1,200 square feet, which is not
comparable to anything in Huntington Beach or Orange County
The above analysis is consistent with the Huntington Beach Zoning and
Subdivision Code requirement of 1 parking space per 1,000 square feet of
"wholesale, warehousing and distribution space" The Pacific Sales model is for
"warehousing/showrooms" This concept is consistent with the City codes for
definition of a warehousing operation with design standard which takes on a
showroom appearance While the design and layout take on the showroom look
the activity conducted is not retail, only wholesale, therefore the City's parking
standard of 1 space per 1,000 square feet of wholesale activity is the justifiable
requirement

building pursuant to Section 9511 of the Huntington Beach Ordin-
ance Code , located at the southeast corner of Bolsa Chica Street
and Argosy Drive in an M1-A, Restricted Manufacturing District.
John Tillotson was present to represent the application.
The Board reviewed the application, taking into consideration the
previous discussion on C.E . 77-36 and the suggested alternative

ON MOTION BY PALIN AND SECOND BY BEHRENS ADMINISTRATIVE REVIEW
NO. 77-121 WAS APPROVED WITH THE FOLLOWING CONDITIONS , BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The site plan received and dated June 24, 1977, shall be
the approved conceptual layout, subject to the modifica-
tions described herein:
a. The plan shall reflect an additional wing structure to
accommodate and screen the loading facility from
Argosy Drive, or
b. The plan shall reflect a minimum thirty (30) foot set-
back from Argosy Drive and the loading dock facility
shall be moved to the rear of the building, in which
case the parking to the south may also be revised to
90° if applicant chooses to do so.
2. The revised plan reflecting one of the options outlined
above shall be reviewed by the Board of Zoning Adjustments
prior to issuance of building permits.
3. All applicable fees shall be paid prior to issuance of
building permits.
In its approval action, tht. Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
