HomeMy WebLinkAboutLot Line Adjustment LLA2006001 - Project DescriptionLOT LINE ADJUSTMENT PROJECT NARRATIVE St Peters By The Sea Presbyterian Church CUP 04-52 Pro e Overview: St Peters By The Sea Presbyterian Church is a religious organization which owns the 3 contiguous parcels to be consolidated into one parcel The three existing parcels to be consolidated include APN 178-263-010, 178-263-011, & 178-263-012 Together these parcels will comprise a single parcel of 2 418 acres The site is located on the west side of fronting Bolsa Chica Street approximately 250 north of Warner Ave The 3 parcels corresponding addresses are 16931, 16911 and 16871 Bolsa Chica Street The general area land use can, be described as neighborhood commercial surrounded by residential development The site was previously used as a tennis club of sorts before being abandoned, and subsequently the property's acquisition by the Presbyterian Church The existing site is a mix of 90 percent impervious (north parcel, approximately 20% impervious surface (central parcel) and 90% impervious (south parcel) The new development, the first phase of 3 phases, will include the New Fellowship Hall, additional parking and new landscape areas Site Usa e and landsca e Character The proposed development includes the New Fellowship Hall, a 10,855 square foot building, to be constructed on the vacant parcel (central parcel, APN 178-263-011) The existing sanctuary will remain in service on the north parcel, and the administration and youth facilities will remain in service on the south parcel The existing parking lot serving the sanctuary on the north parcel will essentially remain the same with some improvements New parking will be constructed along the rear of the New Fellowship Hall, and some additional parking along the south property line Landscaping will be added in conformance with City development requirements Parkin and Access The parking for the project will be composed of existing asphalt paved surfaces and new paved surfaces The site will contain approximately 130 on-site parking spaces Access to the site will occur at the north end and south ends of the project via two existing driveways to be reconstructed to meet current City standards Site Infrastructure The proposed site utility infrastructure includes buried drainage pipes, underground water and sewer lines, and power systems All drainage and wet utility systems within the property limits will be owned and maintained by the property owner There are two existing public hydrants which serve the property, one at the north end and one at the south end The proposed fire department connection and backflow device from Bolsa Chica Street, near the south driveway, will provide the underground fire service connection (including a single on-site private fire hydrant) The facilities within the Public R/W will be become the property of the City of Huntington Beach after the water facilities are constructed and accepted by the Public Works Department St Peters By The Sea Presbyterian Church Lot Line Adjustment CUP 04-52 Planning Application - Project Narrative
