SUBJECT: PLANNED SIGN PROGRAM NO. 2006-007 AND LIMITED SIGN
PERMIT NO. 2007 -001 (BOLSA CENTER SIGNAGE)

REQUEST: To allow an existing non-conforming 22-foot high freestanding sign to remain
for a maximum two-year period and establish a new planned sign program for
tenant signage at the Bolsa Center

The Planning Department of the City of Huntington Beach reviewed and approved your application on
April 24, 2007 Attached to this letter are the conditions of approval of your application
Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the action taken by the
Planning Department becomes final at the expiration of the ten-day appeal penod unless appealed by the
property owner To appeal the decision, the property owner shall file a written notice of appeal to the
Secretary of the Planning Commission within ten calendar days of the date of the Planning Department's
action The notice of appeal shall include the name and address of the appellant, the decision being
appealed, and the grounds for the appeal. A filing fee shall also accompany the notice of appeal The
appeal fee is $494

FINDINGS OF APPROVAL - LIMITED SIGN PERMIT NO. 2007-001
1 Due to unique circumstances, the sign's immediate removal will result in a substantial hardship for the
applicant The applicant is requesting permission to allow the existing sign to remain so that its
removal and replacement can be budgeted.
2 The sign will not adversely affect other lawfully erected signs in the area and will not result in visual
clutter due to the fact that there are no freestanding signs in close proximity to the existing sign.
3 The sign will not be detrimental to properties located in the vicinity because the current non-
conforming sign does not conflict with traffic visibility on Bolsa Avenue The sign will identify the
building correctly and will allow visitors in the general area to easily locate the property
4. The sign will be in keeping with the character of the surrounding area because the current sign has
been refaced to complement the building it represents.
5 The sign will not obstruct vehicular or pedestrian traffic visibility and will not be a hazardous
distraction. The sign is located beyond the traffic sight angle visibility triangle and does not conflict
with impede pedestrian traffic on Bolsa Avenue.
CONDITIONS OF APPROVAL - LIMITED SIGN PERMIT NO. 2007-001
1 Limited Sign Permit No 2007-001 shall be valid for up to two years from the date of approval (April
24, 2007) At that time the existing 22-foot high freestanding sign shall be removed
2 Within 30 days of the date of action, the applicant shall file a cash bond in the amount of $3,000 00
with the City for the purpose of indemnifying the City for any and all costs incurred in the removal of
the existing 22-foot high freestanding sign If the sign is not made to conform with the applicable
provisions of the sign ordinance after two (2) years from Apnl, 200"L ; the city of Huntington Beach
or its agents or employees may enter on the property where said signs are located and remove said
signs and the cost of removal shall be deducted from the cash bond and summarily forfeited and paid
over to the City of Huntington Beach, and the remainder, if any, returned to the person depositing the
bond
CONDITIONS OF APPROVAL - PLANNED SIGN PROGRAM NO. 2006-007:
1 The ISM 'An ign Criteria dated April 13, 2007, shall be the approved Planned Sign Program
with the exception of the following modification
a. The freestanding sign shall be modified to include the following
i The base of the sign shall be a minimum of two ft in height
ii The address numbers shall be a minimum of six inches in height
ui An architectural stucco encasement shall be provided around the sign cabinet
iv A cornice shall be provided on the top of the sign Overall sign height shall not exceed 8'-0."
v. The freestanding sign shall be restricted to one uniform background color and two colors for
sign copy, with the exception that the center identification may have a separate background
color
vi The color of the sign base, stucco, and background shall be contrasting earth tones
2. Prior to issuance of Building Permit(s) for the first sign, the following shall be completed
a. A revised planned sign program to include text reflecting the changes made in Condition No. I
shall be submitted to the Planning Department for inclusion in the entitlement file

b. An electronic format (i e Word or PDF files) of the planned sign program shall be submitted to
the Planning Department
3 The Planning Director ensures that all conditions of approval herein are complied with The Planning
Director shall be notified in writing if any changes to the sign plans are proposed as a result of the
plan check process Building permits shall not be issued until the Planning Director has reviewed and
approved the proposed changes for conformance with the intent of the Planning Director's action and
the conditions herein. If the proposed changes are of a substantial nature, an amendment to the
onginal entitlement reviewed by the Planning Director may be required pursuant to the Huntington
Beach Zoning and Subdivision Ordinance
4 The applicant and/or applicant 's representative shall be responsible for ensuring the accuracy of all
plans and information submitted to the City for review and approval
5. All conditions of Limited Sign Permit No. 07-01 shall apply
INFORMATION ON SPECIFIC CODE RE UIREMENTS:
I Planned Sign Program No . 2006-007 and Limited Sign Permit No 2007 -001 shall not become
effective until the ten calendar day appeal period has elapsed
2 Planned Sign Program No 2006-007 shall become null and void unless exercised within one (1)
year of the date of final approval, which is April 17, 2008. An extension of time may be granted by
the Planning Director pursuant to a written request submitted to the Planning Department a
minimum 60 days pnor to the expiration date
3 The Director reserves the nght to rescind this Limited Sign Permit approval in the event of any
violation of the terms of the applicable zoning laws. Any such decision shall be preceded by notice
to the applicant and a public hearing and shall be based on specific findings.
4 The development shall comply with all applicable provisions of the Municipal Code, Building
Division , and Fire Department as well as applicable local, State and Federal Fire Codes,
Ordinances, and standards, except as noted herein
5 All applicable fees from the Building, Public Works, and Fire Departments shall be paid pnor to the
issuance of Building Permits
6 Construction shall be limited to Monday -Saturday 7 00 AM to 8 00 PM Construction shall be
prohibited Sundays and Federal holidays
