The comments provided in this letter reflect Planning Department review only and are limited based on the information provided with the application submittal. Additional issues, which may be of concern to other departments, are not addressed as a part of this application. You are encouraged to consult with the Departments of Building & Safety, Fire, and Public Works prior to filing a formal application. Please note that additional issues may be identified following submittal of complete plans and/or application for entitlements. Zonin / Genera Plan: The project site is located within the Commercial General (CG) zoning district. The General Plan designation for the subject property is CG-F1 (Commercial Visitor - 0.35 maximum floor area ratio). The CG zoning district provides for opportunities for the full range of retail and service businesses deemed suitable for location in Huntington Beach. In addition the project is sited on an arterial thor- oughfare identified by the General Plan as a Major Urban Scenic Corridor. Initial Plan Zoning Review No. q207-01 0 Page 2 Re uired Permits/Entitlements: 0 Vehicle sales are permitted in the CG zone subject to Conditional Use Permit (CUP) approval by the Huntington Beach Zoning Administrator. The associated CUP filling fee is $3,568. The project pro- posal is consistent with the CG-F1 land use designation and 6G subarea provisions of the General Plan. Under the provisions of the Subdivision Map Act, the proposal to separately lease an approximately 34,500 sq. ft. portion of the subject property would constitute a subdivision. According to this act, a subdivision shall mean the division of improved or unimproved land, or any portion thereof, for the purpose of sale lease or financing, whether immediate or future. Accordingly, a Line Adjustment or a Parcel Map would be required to divide the subject property. The associated filling fee for a Lot Line Adjustment is $552 or $4,068 filling fee for a Tentative Parcel Map. Please consult with the Public Works Department to determine any additional fees associated with the processing of a Lot Line Adjustment or Final Parcel Map. Code Re uirements: Prior to submittal for entitlement processing, project plans should be revised to demonstrate con- formance with all applicable requirements of the Huntington Beach Zoning and Subdivision Ordi- nance (HBZSO), including but not limited to the standards identified below, by means of accurate and fully dimensioned plans 1. Based on the assembly floor area of the existing church facility a minimum of 85 onsite parking spaces are required. Temporary parking spaces are not included in the computation of total on- site parking. The portion of the property to be utilized by the vehicle dealership is required to provide additional parking spaces for the additional area used for the sale/display of vehicles (HBZSO Sect. 231.04). 2. Parking stalls for each use are to comply with the minimum 9 ft. wide by 19 ft. depth parking stall requirement as prescribed in the City's zoning ordinance. However, areas utilized by the auto dealership for the sale/display of vehicles are not required to comply with above-mentioned re- quirement (HBZSO 2231.04). 3. The minimum parking lot drive aisle width is 26 ft. (HBZSO Sect. 231.4). 4. The parking facilities are to be designed so that no vehicle need enter a public street in order to progress from one aisle to any other aisle within the same development (HBZSO Sect. 231.18). The conceptual plans do not reflect compliance with this requirement. 5. Dead end parking isles are required to provide a minimum 3 ft. by 3 ft. wide maneuvering area if the aisle is less than 150 feet in length or a vehicle turnaround space when the aisle is more than 150 ft. in length. As depicted on the submitted site plan, the parking stalls between the church facility and Coenson Circle and the area noted as "part time" parking would require said maneu- vering areas (HBZSO Sect. 231.18 B). 6. A 10 ft. landscaping planter is required along the street side property lines (HBZSO Sect. 232.08 C). 8. Six 36" box trees are required within the first 15 ft. from the property line on Clay Avenue and Beach Boulevard if not already provided. Any healthy mature trees that are removed will require replacement with a 36" box tree at a ratio of 2:1. Desi n Recommendations: The following are staffs recommendation to improve the design of the project consistent with the City's adopted Urban Design Guidelines, policies, and or design principles: 1. Provisions should be made for the portion of the subject property utilized by the vehicle dealer- ship for the onsite unloading of vehicle from carriers as prescribed by the City of Huntington Beach Urban Design Guidelines (UDG Ch. 6: B.2.a). 2. Outdoor vehicle displays should be oriented toward streets and be limited to permanent at-grade display areas that are architecturally compatible with the project site (UDG Ch . 6: B.2.b). 3. Sufficient space should be provided for service drop-offs to prevent vehicle stacking on public street(s). Customer parking should be provided for the sale, service, and parts areas (UDG Ch. 6: B.2.e). 4. Pursuant to General Plan Policy LU 10.1.12, the portion of the subject property utilized by the auto dealership should be designed and developed to achieve a high quality, distinctive charac- ter, and compatibility with existing uses and development including incorporation of site land- scape, particularly along street frontages and in parking lots.
