PROJECT NARRATIVE
The Orange County Transportation Authority (OCTA), under conditions set forth in Conditional
Use Permit 92-10, completed construction of the Golden West Transportation Center (GWTC) in
1994 for a transportation center and Park-and-Ride facility. The site consists of 2.7 acres and
bus service on five routes operates from 4 a.m. to 12 a.m., Monday thru Friday; 5 a.m. to 12:30
a.m., Saturday; and 5 a.m. to 11:30 p.m. on Sunday's. OCTA has no employees permanently
assigned to work at this site.
The project consists of maintenance repair work to address deterioration of approximately 362
SF of asphalt pavement, applying a maintenance seal coat to approximately 44,600 SF of
asphalt pavement, re-striping the parking lot to match existing double line striping, and replacing
ADA signage as shown on the drawings.
The GWTC provides a transfer point for bus passengers and provides 124 automobile parking
spaces consisting of 24 compact parking (8' wide), 94 standard parking (9-wide), and six (6)
disabled person parking stalls. Restroom facilities and six bus passenger shelters are the only
buildings on site and are ADA compliant. In FY 2014-15, OCTA has STIP funding programmed
for construction of a 300 space parking structure that will be located in the existing automobile
parking area.
Currently, 24 "COMPACT" parking spaces (8-foot wide) are located in the existing parking area
which OCTA desires to retain to prevent a loss of 4 overall parking spaces. The existing
parking lot is filled to capacity by 6 a.m. with primarily van and carpool users.
The existing six (6) disabled person parking spaces have integral colored concrete ramp leading
from colored colored-concrete walkways in the asphalt parking area to the bus passenger
waiting areas with integral colored-concrete pavement. While OTCA recognizes this
arrangement is not compliant with current ADA standards, the cost to remove and replace the
ramps, and reconfigure the concrete paved bus passenger area is estimated to exceed 50% of
the cost of the pavement maintenance work.
Property is bordered retail stores across Center Avenue to the South; Golden West College
across Gothard Street to the West; Gothard Street and residential housing across McFadden
Avenue to the North; and Southern California Edison property (utility easement) to the East.
The communities of Huntington Beach, Fountain Valley, and Westminster primarily use this site
for combining work commuting trips.
