The old policy memo on personal enrichment parking which is now in our code states that no
additional parking is required if
Maximum number of persons per classroom does not exceed the number of parking
spaces allocated to the suite based upon the square footage of the building.
The portion of the space for ballroom dancing is 2,500 sf max which means 12 5 spaces at a
1/200 ratio. From what I recall and from discussing with other planners who have worked on
personal enrichment uses, we usually do not count the teacher towards the class size
because in most cases there is only one teacher.
However, with this ballroom dancing the applicant indicated that there is one teacher for
every student. Because of this I told him that each dance class is limited to 12 persons and
that we would count the teachers towards that maximum. Let me know if you disagree. He
said that was acceptable when I explained it to him.

Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the action
taken by the Planning Director becomes final at the expiration of 10-day appeal period. A
person desiring to appeal the decision shall file a written notice of appeal to the Secretary of the
Planning Commission within ten calendar days of the date of the Planning Director's action. The
notice of appeal shall include the name and address of the appellant, the decision being appealed,
and the grounds for the appeal. A filing fee shall also accompany the notice of appeal. The
appeal fee is $255 for a single-family dwelling property owner appealing the decision on his/her
own property. The appeal fee is $865 for all other appeals. The appeal period starts at the end of
the 10-day review period.
