CY OF H U N T INGT ON BEACH INTERDEPARTMENTAL COMMUNICATION TO:Paul Da Veiga, Assistant Planner FROM: James Wagner, Associate Civil Engineer ATE: August 26, 2005 SUBJECT: PPR 05-07 Development Requirements and Conditions for 7251 Stewart Circle (Clay Avenue) -Proposed Gergen Industrial Building The following are preliminary comments regarding PPR 05-07. Comments are provided for the site plan received and dated on or about July 25, 2005: 1. Site Plan shall not include the 40-feet width of City Right-of-Way on old Crystal Street (10 feet west of Crystal Street centerline and 30 feet east of centerline), which is used for sewer and electrical conduits and may include water, gas pipes or other public purposes. 2. The driveway for the project shall be located on Stewart Circle (Clay Avenue). It shall not be located on Gothard Street as indicated on the site plan. (ZSO 231.02) 3. No building door shall open into the drive aisle. 4. A ten-foot visibility triangle shall be provided along the drive aisle at the building corner and any other obstruction adjacent to the drive aisle. 5. The ADA accessible parking spaces shall be indicated on the plan. The path of travel from this parking space to the building entrance (s) shall be indicated on the plan (ADA) 6. Project shall provide the "Seacliff Major Entry" feature per the Holly Seacliff Specific Plan. 7. All design and installations shall be per the City Standard codes and the "Holly Seacliff Specific Plan." 8. Hydrology and hydraulic analysis shall be submitted for Public Works review and approval (10, 25, and 100-year storms and back to back storms shall be analyzed). (ZSO 255.04) 9. A Project WQMP shall be submitted to the Public Works Department for review and approval. 10. If soil remediation is required, a remediation plan shall be submitted to the Planning, Public Works and Fire Departments for review and approval in accordance with City Specifications No. 431-92 and the conditions of approval. The plan shall include methods to minimize remediation-related impacts on the surrounding properties; details on how all drainage associated with the remediation efforts shall be retained on site and no wastes or pollutants shall escape the site; and shall also identify wind barriers around remediation equipment. A soils report, prepared by a Licensed Engineer shall be submitted for reference only. (MC 17.05.150) 12. Traffic impact fees for developments within the Holly Seacliff Specific Plan area shall be paid at a rate of $150 per net new added daily trips. This project is forecast to generate 46 new daily trips for a total traffic impact fee of $6,900.00. The rate is subject to an annual adjustment. (MC 17.65) INFORMATION ON SPECIFIC CODE REQUIREMENTS These code requirements are provided for reference . This is not a complete list of all code requirements applicable to this project. 1. Standard landscape code requirements apply. (ZSO 232) 2. City Arboricultural and Landscape Standards and Specifications apply. (Resolution 4545) 3. The Water Ordinance #14.52, the "Water Efficient Landscape Requirements" apply for projects with 2500 square feet of landscaping and larger. (MC 14.52) 4. All existing and new utilities shall be undergrounded except for 66 kV electrical power lines. (MC 17.64) 5. All applicable Public Works fees shall be paid. Fees shall be calculated based on the currently approved rate at the time of payment unless otherwise stated. (ZSO 250.16) 6. An Encroachment Permit is required for all work within the City's right-of-way. Development Proposal for 7251 Stewart Circle (Clay Avenue and Crystal Street ) west of Main Street and Gothard Street As requested in your letter dated December 7, 2005 and conceptual plan resubmitted January 26, 2006, the Public Works Department has reviewed the conceptual 2-story commercial/industrial building with a 40-foot wide drive aisle and parking area located within the 60-foot wide Crystal Street Right-of-Way and are providing the following comments: 1. The Crystal Street 60-foot wide street vacation from Gothard Street to Stewart Circle (Clay Avenue) would require that your licensed surveyor prepare the street vacation and sewer easement exhibit and also a Lot Line Adjustment. The sewer easement requirement, the width determined by City Standard Plan No. 500, is 20-feet wide due to the depth of the sewer line and is to be located on one parcel of land. The future property line at the location 10-feet west of the vacated street centerline, as illustrated on your plans, would require a Lot Line Adjustment between you and the property owner to the west. The Street Vacation, sewer easement, and Lot Line Adjustment would be approved concurrently. 2. Although not a requirement, a 3-dimensional landscape rendering should be prepared by your architect to show the Crystal Street 60-foot wide Right-of-Way in the "after project" condition. This would assist Public Works in the evaluation of the proposed landscape, parking and drive aisle in the sewer pipeline easement area. (See attached example) 3. If the 20-foot wide sewer easement within the 60-foot wide street vacation were approved, the property owner would dedicate to, and enter into a Special Utility Easement Agreement with the City of Huntington Beach for maintenance and control of the area within the public sewer pipeline easement. Access could not be restricted or impacted by structures, walls, curbs, etc. to allow for equipment access and maintenance operations. No modifications to the sewer facilities and pavement within the easement would be allowed without proper notification and written approval from the City in advance. Instead of doing items 1, 2, and 3 regarding street vacating with a sewer easement, an option would be to remove the sewer line out of its current alignment and relocate it into the public streets of Stewart Circle and Gothard Street. The City may vacate the entire 60-foot wide Crystal Street Right-of-Way and therefore, the property would revert to the owners up to the street centerline; then, you would record a lot line adjustment to move your property line to the west. 5. In either case , Southern California Edison (SCE) would need to be consulted to determine the extent of their easement requirement in the Crystal Street Right-of-Way. Please review the comments below before you submit for plan check. Plan Check turn around is 20 working days for first corrections. You may obtain all required forms and information for plan check review and permit applications on the 3` floor of City Hall. PIM/E plan checking is a separate plan check process. Please review the listed issues in the design of your project. Not all items will apply. 1. Occupancy classification of all areas needs to be stated. 2. Certificate of Occupancy may be required for this project. 3. Distance to all interior property lines and centerline of streets. 4 Your drawings should show clear distance to other buildings on the same property and overhangs. 5. Your drawings should show Type of construction of all buildings need to be stated. 6. Your drawings should show Occupancy classification of all areas needs to be stated. 7. Sprinkling will be required when the total area exceeds 5000 SF. 8. Contact Fire Department for Methane Barrier requirements. 9. Your site plan should show final surface drainage elevations and finish floor elevation, building address, distance to property lines, distance between building on the same property, easements, all required disabled access features and signage, etc. 10. Your plans should show occupant load analysis on the plans and provide an exit plan to show all exit aisles, cross aisles, exit access and exit components used for exiting to the exterior. Exiting (Chapter 10). 11. Your project should include provisions to comply with Huntington Beach Security Ordinance Code. Handouts are available. 12. Your design should show ventilation to all portions of the building. See Uniform Building Code © Chapter 12 for requirements. 13. Exit layout may cause modification to building when your project is a "shell only". The owner and or designer will be responsible for any structural alterations. 14. The Building and Safety Department will require mezzanine floors supported by a foundation system. Slabs on grade do not qualify as a structural footing unless they comply with the structural provisions of the Code. 15. If your project requires parked vehicles within the building you will be required to provide occupancy separations, exhaust ventilation and floor detailed to drain towards a water clarifier. 16. New projects will be required to submit a soils report and include liquefaction analysis and recommendations. 17. The soils report must show distance to fault(s). Classify fault type and soil type used by the Uniform Building Code © for seismic design. 18. Your plans need to show building address on front elevation view. 19. Soils report for protection of buried pipe due to corrosion. Recommendations must provide specific method to install protective materials or devices. 20 Your plan submittal documents must include "Conditions of Approval". 21. Your plan submittal documents must include "Roof Truss" drawings and calculations. The City does not allow roof truss to be a deferred item. 22. Your plan submittal documents must include stair and landing structural framing and design of railings and handrails. The City does not allow them for deferred item. 23. Your plan submittal documents must include storefront style framing or window wall included with the structural drawing(s) at plan check submittal and not a deferred item. 24. Identify all rescue type windows or doors from rooms used as sleeping rooms. 25. Roof covering must meet a listed class "C" or better fire retardant assembly. 26. Roof or floor mounted equipment weighing 400 pounds or more must be shown on the structural framing plans and must be include in the structural analysis and provide a design for anchorage to the building frame. 27. Assembly type occupancies require 100 PSF Live Load. 28. "Exits" used for this project requires 100 PSF Live Load. 29. Submit calculations to follow the California Building Code - 2001© 30. Your residential project must include two exits from the 3`d floor for areas exceeding 500 or more square feet. [Uniform Building Code Section 1003] 31. Your project may require an elevator access to the upper floors. 32. Your building must not be located over utility easements 33. Your building with unlimited area status must show adjacent building to be located outside of required 60' clear yard. 34. Your project must provide sufficient bathroom facilities. Refer to uniform Plumbing Code Chapter 4 and Table 4-1 for minimum required facilities to provide. Show bathroom facilities provided meets or exceeds the required minimum. This facility may need to provide a bathroom for each sex when classified an assembly use or retail use. 35. Your facility needs to provide a bathroom facility meeting the Disabled Access Standards of the California Building Code, 2001 edition. 36. Your project must provide a clarifier installed as required by the building and plumbing codes, when your project includes parking within the building. 37. Your 3-story residential project will be required to provide a 4-foot minimum yard when window or door openings are used for light and ventilation. See Uniform Building Code Section 1203.4.2. This requirement is for any door or window at any location along any side at any level of the exterior wall of the building. You may provide justification with calculations to show window areas used for light and ventilation. Show area provided exceed the area provided. 38. Identify all rescue type windows or doors from rooms used as sleeping rooms. 39. Walls separating units must meet one-hour fire-resistive construction and meet the state standards for sound reduction. 40. Roof covering must meet a listed class B or better fire retardant assembly. 41. "Noise Study" when required by Planning must be submitted with plan check documents. Accessibilit Standards: 42. All areas of newly designed or newly constructed buildings and facilities shall be made accessible to persons with disabilities as required. T24 sec. 1101 B.1 4.1.1(1) 43. Vertical access may be required. 44. All existing buildings and facilities, when alterations, structural repairs or additions are made to such buildings or facilities, shall comply with all provision of Division 1, New buildings. The access requirements shall apply only to the area of specific alteration, structural repair or addition and shall include those areas listed under Uniform Building Code Section 1134B.1 &.2 45. Temporary buildings or facilities are not permanent construction but are extensively used or are essential for public use for a period of time. Such buildings or facilities are to be made accessible. 46. Show on your plans access for the disabled is provided and meets current code. Required access features or facilities not meeting the current requirements must be upgraded.
