This list is not a plan check correction list. General information is provided to help facilitate the development by giving you up front information on building code issues, City policies, and other codes or laws as they apply to your project. Please review the comments below before you submit for plan check. If you incorporated the information below, you must next submit for plan check of structural and building code requirements. You may obtain all required forms and information for plan check review and permit applications on the 3'd floor of City Hall. The approval of plans and specifications does not permit the violation of any section of the Building Code, or other local ordinance or state law. Please include the following issues in the design of your project to reduce plan check corrections and improve turn around time. S ecial Conditions: The following items need to be made apart of the Conditions of Approval for this project for plan check submittal documents: •None II. Code Issues: 1. Plan submittal documents must include "Conditions of Approval". Page 1 of 3 2. Sprinkling will be required when the total area exceeds 5000 SF. 3. Contact Fire Department for possible Methane Barrier requirements. 4. All sheets of the plans must be prepared and stamped and wet signed by a California licensed Architect and/or Engineer. 5. All new areas must meet the Energy Standards of the State of California Building Code 2005 edition. Energy forms must be provided and reproduced on the plans. See California Building Code - 2001© section 310.11 for areas requiring heating. 6. Provide the following notes on the plans: 6.1. "Sprinkling will be required when the total area exceeds 5000 SF." 6.2. "This project must comply with Huntington Beach Security Ordinance Code." 7. Identify all rescue type windows or doors from rooms used as sleeping rooms. 8. Building must not be located over utility easements. 9. Two exits required from the 3`d floor per California Building Code Section 1003 (388 sf + 865 sf = 1,253 sf > 500 sf, therefore 2-exits are required - note that the deck area is also included.). The stair must not be a spiral type and the separation between exits must not be closer than Y2 the overall diagonal of the area served at that level (the required minimum 'h of the length of the maximum overall diagonal dimension of the area served including the decks). Show the overall and 1/2 diagonal dimension on the 3rd level plan and 2ndfloor plan and redesign the separation between exits to comply with California Building Code - 2001© Section 1004.2.4. This separation must continue to the first floor. 10. Two exits are required from the 2ndfloor (3,277 sf with occupant load > 10 and also combined occupant load of the 3rd and 2d floor > 10), per California Building Code © Section 1003. The minimum required exit separation should be maintained to the first floor. CBC 1004.2.4 11. Structural calculations shall be prepared to comply with the California Building Code ©, 2001 edition. 11.1. Assume Na = 1.3 and Nv = 1.6 or compute lower value for distance from fault. 11.2. Assume "Roe" factor is 1.5 or compute lower factor, but not less than 1. 11.3. Calculations must show load combinations used by CBC Sections 1612.2, 1612.3, and 1612.4. 11.4. Earthquake force must be E = p Eh + Ev (30-1) and Em = QoEh (30-2) (CBC Section 1630.1.1). 12. Submitted documents must be complete and deferred submittals are not acceptable. To avoid delay in plan check, submit calculations and drawings at first submittal. 12.1. Huntington Beach, Ca. 92646 of HuntingtonBeach AUG0'2006 We are proposing an addition to the residence at 3301 Devon Circle, Huntington Beach, Ca. 92646. The subject property is located on the west side of Devon Circle and is contiguous to the harbor in the rear. The house currently has a garage of 416 sq. ft. and living area of 4828 sq. ft. on 2 floors. The proposed addition shall include: First floor: Addition of 49 sf to garage and removal of 49 sf of living area by relocating a demising wall at the entry. Second floor: Addition of 1,422 sq. ft. to include the following: theater, gym, sitting area, closet and (1) bedroom. Third floor: Addition of 865 sq. ft. deck, and the addition of 388 sq. ft. for storage room, bathroom, and recreation room. Garage: 465 sq. ft. This narrative is prepared in response to the requirements of the City of Huntington Beach Coastal review by the Planning Department. The project lies within a development that has properties of similar size of land and residence. Many have been remodeled and added to in recent years to include a 3`d floor deck with recreation/patio rooms. The subject property to our knowledge is not located within a hazardous waste and/or substance site. THE FOLLOWING DEVELOPMENT REQUIREMENTS SHALL BE COMPLETED PRIOR TO ISSUANCE OF A BUILDING PERMIT: 1. A landscape and Irrigation Plan, prepared by a Licensed Landscape Architect shall be submitted to the Public Works Department for review and approval by the Public Works and Planning Departments (ZSO 232.04) a. Existing mature trees that are to be removed must be replaced at a 2 for 1 ratio with a 36" box tree or palm equivalent (13'-14' of trunk height for Queen Palms and 8'-9' of brown trunk). 2. Landscaping plans should utilize native, drought-tolerant landscape materials where appropriate and feasible (DAMP) 3. All landscape planting, irrigation and maintenance shall comply with the City Arboricultural and Landscape Standards and Specifications. (ZSO 232.04B) 4. A Project WQMP shall be submitted to the Public Works Department for review and approval and shall include the following: a. Discusses regional or watershed programs (if applicable) b. Addresses Site Design BMP's (as applicable) such as minimizing impervious areas, maximizing permeability, minimizing directly connected impervious areas, creating reduced or "zero discharge" areas, and conserving natural areas and incorporates the applicable BMP's into the Grading Plan. THE FOLLOWING DEVELOPMENT REQUIREMENTS SHALL BE COMPLETED PRIOR TO FINAL INSPECTION OR OCCUPANCY: 1. A new sewer lateral shall be installed connecting to the main in Devon Circle. If the new sewer lateral is not constructed at the same location as the existing lateral, then the existing lateral shall be severed and capped at the main or chimney. (ZSO 255.04D) 2. The existing domestic water service currently serving the existing development may potentially be utilized if it is of adequate size, conforms to current standards, and is in working condition as determined by the Water Inspector. If the property owner elects to utilize the existing water service, any non-conforming meter and backflow protection device shall be upgraded to conform to the current Water Division Standards. Alternatively, a new separate domestic water service, meter and backflow protection device may be installed per Water Division Standards and shall be sized to meet the minimum requirements set by the California Plumbing Code (CPC). The new domestic water service shall be a minimum of 1-inch in size. (ZSO 255.04E) 3. A separate backflow protection device shall be installed per Water Division Standards for domestic and irrigation water services. (ZSO 255.04E) 4. Fire sprinklers are required by the Fire Department for the proposed development and a separate dedicated fire service line shall be installed. (ZSO 255.04E) 5. The existing domestic water service and meter shall be abandoned per Water Division Standards. (ZSO 255.04E) 6. Prior to building permit close-out and/or the issuance of a certificate of use or a certificate of occupancy, the applicant shall: a. Demonstrate that all structural Best Management Practices (BMPs) described in the Project WQMP have been constructed and installed in conformance with approved plans and specifications. b. Demonstrate all drainage courses, pipes, gutters, basins, etc. are clean and properly constructed. c. Demonstrate that applicant is prepared to implement all non-structural BMPs described in the Project WQMP. d. Demonstrate that an adequate number of copies of the approved Project WQMP are available for the future occupiers. 7. No new bulkhead drains shall be installed. Only existing bulkhead outlets shall be used for the proposed site drainage. These outlets shall be designed with a WQMP approved Treatment BMP upstream of the discharge points. 8. Huntington Harbor is listed as an impaired waterbody for copper. (Water Quality Management Plan (WQMP) & Orange County Drainage Area Management Plan (DAMP). INFORMATION ON SPECIFIC CODE REQUIREMENTS These code requirements are provided for reference . This is not a complete list of all code requirements applicable to this project. 1. Standard landscape code requirements apply. (ZSO 232) 2. City Arboricultural and Landscape Standards and Specifications apply. (Resolution 4545) 3. The Water Ordinance #14.52, the "Water Efficient Landscape Requirements" apply for projects with 2500 square feet of landscaping and larger. (MC 14.52) 4. All new utilities shall be undergrounded. (MC 17.64) 5. All applicable Public Works fees shall be paid. Fees shall be calculated based on the currently approved rate at the time of payment unless otherwise stated. (ZSO 250.16) 6. An Encroachment Permit is required for all work within the City's right-of-way.
