LOCATION: 15041 Columbia Lane (south of Bolsa Avenue , west of Edwards Street)) PROJECT PLANNER: Ron Santos Dear Applicant: Your application was acted upon by the City of Huntington Beach Department of Planning on June 11, 2002, and your request was Conditionall A roved. Attached to this letter are the findings and condi- tions of approval. Please be advised that the Department of Planning reviews the conceptual plan as a basic request for enti- tlement of the use applied for and there may be additional requirements prior to issuance of building per- mits. It is recommended that you immediately pursue completion of the conditions of approval and ad- dress all requirements of the Huntington Beach Zoning and Subdivision Ordinance in order to expedite the processing/completion of your total application. The conceptual plan should not be construed as a precise plan, reflecting conformance to all Zoning and Subdivision Ordinance requirements. Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the action taken by the Department of Planning is final unless an appeal is filed to the Planning Commission by you or by an in- terested party. Said appeal must be in writing and must set forth in detail the action and grounds by which the applicant or interested party deems himself aggrieved. Said appeal must be accompanied by a filing fee of Two Hundred Fifty-Five Dollars ($255.00) if the appeal is filed by a single family dwelling property owner appealing the decision on his/her own property and Eight Hundred Sixty-Five Dollars ($865.00) if the appeal is filed by any other party. The appeal shall be submitted to the Secretary of the Planning Commission within ten (10) calendar days of the date of the Department of Planning's action. The last day for filing an appeal and paying the filing fee for the above noted application is June 21, 2002. FINDINGS FOR APPROVAL: 1. The proposed nine foot rear yard setback, in lieu of a minimum of ten feet, does not exceed ten percent deviation from the ten foot rear yard setback applicable in the RL (Residential Low-Density) base zon- ing district, pursuant to Section 210.06 of the Huntington Beach Zoning and Subdivision Ordinance. 2. The proposed project improves the design of the project by allowing the addition of a moderately sized family room to an existing single-family dwelling, while maintaining adequate open space in the rear yard. Moreover, the design and location of the proposed addition: ©Is compatible with the design, colors and materials of the existing dwelling. n Is logical in relationship to the arrangement of rooms in the existing dwelling. o Will ensure no detrimental impacts to surrounding properties by maintaining a single-story configuration, and observing the required side yard setbacks. 3. The proposed addition would not otherwise require any discretionary permits, and will not in any way degrade the environment or result in any changes to land use. With the exception of the proposed nine-foot rear yard setback, the proposed room addition conforms to all applicable development stan- dards, including maximum lot coverage, maximum height, and minimum side yard setbacks. The proposed one-foot reduction in required rear yard setback will not result in significant environmental impacts since the proposed addition will be limited to one-story and will be buffered from the adjoin- ing property to the rear by an existing six-foot tall fence. The existing dwelling will continue to be used for single-family residential purposes after construction of the proposed family room addition. CONDITIONS OF APPROVAL - ADMINISTRATIVE APPROVAL NO. 02-02: 1. The site plan, floor plan and elevations received and dated June 3, 2002, 2002 shall be the conceptu- ally approved layout. 2. The applicant and/or applicant's representative shall be responsible for ensuring the accuracy of all plans and information submitted to the City for review and approval. INFORMATION ON SPECIFIC CODE RE UIREMENTS: 1. Administrative Approval No. 02-02 shall not become effective until the ten calendar day appeal pe- riod has elapsed. 2. The use shall comply with all applicable provisions of the Municipal Code, Building Division, and Fire Department as well as applicable local, State and Federal Fire Codes, Ordinances, and standards, except as noted herein.
