After a long search for a right location to create a warm, family-atmosphere Mexican restaurant
with homemade food, complete with freshly made- tortillas, we have finally found the perfect
location in the city of Huntington Beach.
Please allow me to introduce our small business corporation. My name is Kassandra Tran, a
35- year old single mother of a wonderful son. I have a degree in business marketing, and run a
window treatment business for 7 years. I love associating with people and my passion is
business. But my dream as a little girl was to have a restaurant one day. That dream is coming to
reality, with the great help from my partner, Enrique Haro, a restaurateur with many years of
experience. Enrique owns Tia Juana, a very successful and well- known restaurant in Los
Angeles. He has operated at the same location for thirty-two years, presenting his mother's
homemade recipes. It has been rated one of the best Mexican restaurant in LA. But after thirty-
two years, the building is being demolished and the area is being redeveloped. Now he would
like to bring his mother's home cooking to Orange County.
We are very enthusiastic to open La Choza, and have put lots of love, time, effort and hard work
over the past several months to transform the building at 7402 Edinger Avenue into our dream
restaurant. Huntington Beach is the ideal city and we are so lucky and so happy to have this
opportunity to build our business in this beautiful, diverse city. We are grateful to Freeway
Industrial Park, our landlord, who understands our goals and intentions to work hard for a better
future for ourselves and most important, for our children.

The Planning Department is requesting the release of bond number T-24877 in the amount of
$2,310 dated May 29, 2007. The bond was for a limited sign permit (LSP #07-002) at 7402
Edinger Avenue. The Planning Department has reviewed the requirements for the bond and has
determined that the requirements have been satisfied and met. Based on this we are
recommending the City release the bond to Janette Trotter Ditkowsky, Freeway Industrial Park.

Subject: Update - 7402 Edinger Avenue (Nonconforming Sign - Bond)
Based on the July 15th meeting with the business owners (and property owner) of the La Choza site at 7402 Edinger Avenue,
staff will work with the City Treasurer's Department to find out the status of a previous bond (T-21876) posted for the
nonconforming sign. The $2,000 bond was posted by Rodolfo Rubalcava in 2001. As a reminder, the La Choza business
owners should provide to the City their attempt to retrieve various bids from contractors in removing the sign. Also, the owners
should provide to the City a "letter of intent" on their process of removing the sign, including dates, within the next 2-3 months.
UPDATE - 7/20/09
1 checked with Joyce Zacks of the City Treasurer's Department. She has identified that a memo addressed to Shari may be
needed to release funds to the City. Please see her note immediately below.

if done at time of Installation, If a special trip Is required the hookup cost will be
an extra cost to the Buyer. Approximate number of work days to complete after

4. ACCEPTANCE OF AGREEMENT This Agreement shall not take effect until
signed by Buyer or a representative of Buyer and by an officer of Seller. This
Agreement, Including paragraphs 5 through 15 appearing on the back of this
page constitutes the entire agreement between the parties. No modifications of
this Agreement shall be binding on Seller unless approved in writing by an officer

No, the council directs them to go to the General Fund as revenue. They need to put money in their budget to
have this done if the bond was released properly and it wouldn't be linked to the need to have work done.
Now, if the bond was released in error and should not have been released, I might be able to reconsider our
action, but the memo didn't indicate that it was released in error. They would need to do a new memo and
justification if that is the case.

Since we received a valid release from the Department all conditions should have been met before they should
have released the bond. There is no longer a bond outstanding, we just have an unclaimed check that would go
thru our escheat process. We no longer have the right to offset a bond that was released against the City's cost.

Across the street from La Choza is an
abandoned Levitz furniture building where a
10-ton sign was taken down in March to help
modernize Edinger.
"I think it might help because most of
the signs that the city is trying to put in place
are more eye level," said Norma Patton,
one of the property owners of the restaurant
and former Levitz site. "(The city) just
wants that area to look nice and I can
understand that."
The city is looking at ways to change
Edinger and Beach Boulevard into modern
clustered town centers. According to the
plan, the existing strip malls would evolve
into mixed use through development
incentives and user-friendly city building
codes.

The restaurant sign cost about $7,000 to
install in the 1970s and the new 10-foot
monument sign will cost about $10,000,
Frank said.
The rusted red-and-white oval Levitz logo
was 77 feet tall, and when supported by
three columns on top of the building, it
stood 107 feet high, officials said. The
general contractor called it the largest sign
in Orange County at the time.
That sign was originally put up in 1963 and
marked the furniture showroom that closed
in February 2008.
The Levitz and restaurant area, once lima
bean farm land, was turned into an industrial
park in 1960 by John A. MurcLy, whom Murdy
Park was named after.

Hello Mrs. Arabe,
My name is Nancy Jones and I live at 16611 Dale Vista Lane. I am writing to let you know that my
family and I live directly behind the CUMC, and are vehemently opposed to the proposed 55 ft. cell
tower. Whether or not it is disguised as a palm tree, it will be a huge eyesore, and one which will
adversely affect my home value. T-Mobile can find a location for there tower in a business area, not a
neighborhood community like ours. I know that my neighbors all feel the same way, and we are talking
about starting a petition. Please let me know any information you have on the matter. I appreciate your
time and assistance.

Good Morning Jill,
My name is Bill Kettler. I'm a home owner (16592 Dale Vista Lane) that parallels the CUMC Church. I
can see the church from my front and backyard. This is a nice church/Preschool and currently has been
a nice feature to our community. But adding a 55ft Cell Tower to this landscape will negatively effect
the aesthetics of what I see outside my home and will not be a positive feature to a prospective buyer of
my home if I ever decide to sell.
I'm not in favor of this Cell Tower on the CUMC property. Bottom line it's a Cell Tower not a palm
tree.
Aesthetically, this is going to be an "Eye Sore" and this location is not a good fit for our community.
Please relocate this Cell Tower to a more desirable location: For Example: behind "Big Lots" or in the
"Stater Bros" location. A Cell Tower in a neighborhood is a terrible idea and not considerate of the
neighbors who surround CUMC.

The following are my comments with the proposed sign:
- recommend monument sign - solid base to occupy the entire width of the sign
- sign copy shall only be business name or DBA approved by the County (if it is the business name, provide DBA
documentation from county)
- bonus sign regulation: opaque background, internal illumination shall be for items of information only, so the
whole cabinet may not be illuminated, only the letters
- the planter width shall be shown, as well as the 10' visibility triangle. (provide a site plan including these
dimensions and separation from the other monument sign)
- see definition of "area of sign: for freestanding signs, sign area shall be calculated on one (1) face of the sign,
provided a sign face on a double-sided sign is not separated from the opposite side of the sign by more than 12
inches at any point (Section 233.28.D of HBZSO htt ://www.surfci -hb.or /files/users/ci clerk/Ch 233. df) -
proposed separation is 1'-2" as opposed to 12 inches
- recommend blue cabinet to match existing building

Hello Jill:
Per our telephone conversation and based on the existing pole inside the pole cover of the 35"-0" high La Choza sign..... We
are having our structural engineer provide the stamped calculations for the pole modification to cut down and weld a new
smaller pole to a match plate on to the existing pole at grade level.
If you have the original permit file on microfilm that shows the depth and diameter of the footing, this will be helpful to the
engineer.
If not, we will base this existing footing on the standard required footings as if this were a new sign with the hole at 10'-0"
deep and 3'-0" diameter.
The existing footing will more than adequately support a new sign less than 1/3rd the the original height and area.

I have received the cost proposal for removing the old sign: $2,575
"Provide 4 man labor and 2 cranes to remove and haul away one existing 36'-0" high double face pole sign. The existing pole will be cut
down at grade. New 1/2" thick steel plates will be welded to existing pipe above grade to allow new sub pole inside new sign to be bolted
to steel plate. $400 cut-up and disposal fee included in sign removal costs."
I hope that the city can find a way to utilize the previous bond to help pay for the removal of the old sign.
I have attached the current design from Mark Frank of Superior Electrical Advertising, as approved by Kassandra. who has not yet had a
chance to review the cost proposal for the new sign. However, we would like to proceed as soon as possible, since the construction of the
(previously approved) landscape/parking lot project has just gotten started. Please advise on the process for getting approval for the
attached design.
Per Mark, the project should take a month to complete.
