application received and dated June 26, 2008, and has deemed the application complete and
accepted for processing Your item is tentatively scheduled before the Planning Commission
for:
Study session on Tuesday September 23, 2008 at 5 15 p.m. in Room B-8, Lower Level,
City Hall.
Public hearing on Tuesday October 14, 2008 at 7 00 p.m. in the Council Chambers, City
Hall

Please note, the applicant is allowed to present to the Planning Commission up to the pre-set
amount of time for each hearing body Additional presentation time may be granted if pre-
arranged with the Chair of the Planning Commission If you would like more time for a detailed
presentation with PowerPoint, please contact staff prior to the meeting to make arrangements
Also, if you have handouts or presentation materials, please make sure you have sufficient
copies for all in attendance.
If the Planning Commission approves your application, a check in the amount of $50 and
payable to the County of Orange must be received within three days of the approval This
check represents the fee necessary to post a Notice of Exemption stating that the project is
exempt from the California Environmental Quality Act

NOTICE IS HEREBY GIVEN that the Planning Department has reviewed your entitlement
application received and dated June 26, 2008 and has determined the application to be
incomplete The following information and/or corrections are requested in order for the
Planning Department to deem your application complete and continue the review process of
your application
MINIMUM APPLICATION REQUIREMENTS:
The following items must be submitted to deem your application complete:
C, J Completed General Application form for the General Plan and zoning map amendments
(see attached blank application)
G) Three copies of a preliminary soils report and engineering geology report
One reduction of the tentative parcel map either hard copy (11" by 17") or PDF
A precise legal description of the subject property for use in the Resolution and Ordinance
for the General Plan and zoning map amendments
Public notification labels pursuant to the attached instructions (i e 500 foot radius, must
include sequential numbers on both the labels and radius map, etc )
6.Site photos on a CD for use in the PowerPoint presentation at the public hearings
7 Upon acceptance and scheduling of hearing date, eight additional full sized copies of the
tentative parcel map shall be submitted

HBZSO CODE REQUIREMENTS:
The following is a list of code requirements deemed applicable to the proposed project based
on plans stated above The list is intended to assist the applicant by identifying requirements
which must be satisfied during the various stages of project permitting and implementation
1. Park fees must be paid prior to recordation of the final map pursuant to Chapter 254
(Dedications and Reservations) of the Huntington Beach Zoning and Subdivision Ordinance
(HBZSO). Park fees may be a significant cost
2 Section 230 70 of the HBZSO requires the approval of a Conditional Use Permit for
development on lots with a grade differential of three feet or greater between the high and
low points determined before rough grading
3 Section 230 88 of the HBZSO requires the approval of a Conditional Use Permit for
retaining walls that include a fill of more than two feet
Item Nos 2 and 3 above are some of the requirements you will have to comply with before you
can develop the subject property
STAFF RECOMMENDATIONS:
The proposed parcel is 14,228 s f. The proposed General Plan and zoning designations of
Residential Low Density permit a maximum density of one dwelling unit per 6,000 s f of net lot
size To maintain compatibility with the neighborhood Planning staff may recommend that a
covenant be recorded on the subject property limiting its use to single family residential only
OTHER DEPARTMENTS COMMENTS:
The comments from the Building and Safety and Community Services Departments are
attached for your review Comments from other departments will be forwarded to you upon our
receipt Please contact the respective department if you would like to discuss their comments
Please submit the above-noted information and/or corrections as soon as possible in order for
the Planning Department to continue the review process of your request Please note,
additional comments and concerns may be generated upon receipt of the requested
information. Also, completion of the corrections and/or the submittal of the additional
