The first concern regarding this request is the negative impact the significant increase in automobile traffic will have on our quiet cul-de-sac neighborhood. Indigo Circle is a cul-de-sac with 16 homes, and very limited outside traffic. There are currently 27 vehicles owned and operated by the primary residents of this street. Mr. Grosvenor has in the past, and currently has several non-family members as renters residing at his address. Those renters already add an additional 2-3 vehicles to the neighborhood traffic. If this C.U.P is granted and allows an additional 4 vehicles for "clients at any one time", it could potentially increase the neighborhood traffic flow by approximately 35-40% with just one client session. The actual number of sessions may be more which will increase his traffic impact significantly. Assuming, he continues to have 2-3 renters at his residence and if o.y4 "clients " visited his home business per day, 21062 Indigo Circle would account for approximately 33% of the normal daily traffic for the entire street. We would be amazed that the residence could handle all the vehicles from his family (2), the renters (2-3), and up to four students. I doubt this could be handled without impacting his neighbors. After he has applied for the C.U.P. is the only time I have ever seen him park all of their current vehicles inside the garage and on the driveway. They do not have "60"' of parking on the street in front of their residence as he shows in his diagram. They only have 30' because the driveway accounts for the other 30'. This would mean they could park only two cars on the street in front of their residence. Our second concern to the proposal is the definition of "Resident" as stated in the Limited Notification: " Residents as used in this re uest are defined as a rson s that is or has been slee in at the location ." There are 2 separate referrals to the residents of the location that could be a problem to the neighborhood. First, that "Only residents of the dwelling shall be employed on-site or report to work at the site in the conduct of the home occupation " and the second , "Residents of the location and friends visiting the location are not included in this (persons coming to the location) maximum". What assurance do we have that Mr.Grosvenor will not rent rooms to multiple parties and then employ those individuals at his "home business"? Since residents are not included in the maximum number of persons at the location , he could conceivable have up to 6,7 or 8 people (renters-employees plus clients) at the location and still meet the requirements of the C.U.P. We would also be interested in the guidelines regarding his ability/right to employ others at this business . Again, our primary concern is the increase in total daily auto traffic to what is currently a very quiet street. The last items of concern would be the daily presence and movement of total strangers into our single-family neighborhood . Since Mr. Grosvenor has chosen to have both renters and clients visit our quiet and relatively secure street it will only be a matter of time before a child is hit by a passing car. The people coming and going do not have any ties or relationship with anyone on this street. The reason all of us chose to live on this street was to give our children and each other a confined, safe, and friendly place to play and grow. It took months for most of us to find these houses and we all paid a premium for the location . If we had wanted to live in a commercial /residential area we would have chosen to move to one, such as down town on Main Street. If this is approved you have given up all of the Indigo Circle residents needs for the benefit of one person who has no tie to the neighborhood or it's residents. We ask that you reject the request on behalf of the children and the safety and security of our neighborhood. Please consider the matter as if you were living here or this business was going next to your home. We have resided at 21042 Indigo Circle for 11 years, appreciating the residential quality of a small cull de sac neighborhood . We have many small children in this neighborhood and I have serious concerns over the potential of unwanted strangers who have been seen outside smoking as well as taking up much street parking which is already limited. The residence in discussion is at 21062 Indigo Circle, apparently Grosvenor Ent., LLC. We would really like to keep this a residential area and do not understand how a business employing many people is allowed to take place amongst neighboring homes . As this individual already has several people renting rooms in his home, this can only add to the parking problem and unsightly view. Huntington Beach. We have been told by other neighbors that Mr. Grosvenor has applied for a permit to conduct business in his home and we are opposed to his application. He has been already been conducting business in his home for several years and it appears that he also -has employees working for him, since at times they take smoking breaks outside on the front sidewalk. In addition to running a business he has various renters in his home. We have lived in our neighborhood for 13 years and have enjoyed living in a -cul-de-sac -atmosphere with limited -traffic and no strangers -coming and going all day. If the permit is granted it would bring the added traffic and strangers into our street where our children play. We have already been dealing with his current -business -and-the people -it -brings -to -our-neighbor-hood -and we -are-concerned -that it will only get worse. This is a quiet family oriented cul-de-sac. The reason I live here is because this is a quiet, safe neighborhood where parents feel secure allowing the many children on the block to play outside. The establishment of a business on the cul-de-sac will destroy this peaceful environment, bringing unknown persons and unwanted traffic. Mr. Grosvenor has already invaded the neighborhood's tranquility by renting rooms in his home to as many as four people at a time. The parking on the block is limited and his proposal for using 60 feet of street frontage/curb space parking will not allow my guests to park near my home, as his family, renters, and friends will use that space. In addition, Mr. Grosvenor has been conducting a business out of his home for some time. His clients loiter in front of my home, smoking and throwing cigarette butts in the gutter during breaks. On several occasions last summer they turned on their car radios to listen to music and held lively discussions until it was time to return to class. Please deny this business license. This is a lovely, well kept area of families with children allowed to play in the street since if is a cul d sac with little traffic except from the owners coming and going. We want to keep if this way. While there may be room in the driveway for three cars, the residents usually have one of theirs parked there. The idea of four students attending a class there would certainly add more cars to the street and thus more traffic. There are other places available for a business such as this one intended for this neighborhood. You are required to participate in the Limited Notification process if you are requesting a Sign Code Exception with less than 10 percent deviation, Outdoor Dining under 400 square feet (excludes alcohol), Day Care Large Family, Eating and Drinking Establishment, Personal Enrichment in a lease space less than 2,500 square feet, or Carts & Kiosks on private commercial property (excluding Downtown). Step 2: You must mail a notification of the intent to occupy a lease space specifying the use as stated above to property owners and tenants (see diagram below). Mail the ten day review notice to the list of owners and tenants through the post office using a Certificate of Mailing as proof of mailing. If labels are prepared and mailed by a bonded company a Certificate of Mailing is not necessary. The initial review will last for ten-business days and starts when the Planning Department receives the proof of mailing, a copy of the notification letter you mailed to owners and tenants and a set your plans. The ten day appeal period begins the next day after the initial review period ends. Once the appeal period ends you will receive a Notice of Action letter from the Planning Department. For your convenience, a notification letter is attached for your use. Should you choose to draft your own letter it must include the following information: a) Name of applicant b) Location of proposed business or use, including address. c) Nature of business or use when applicable, the hours of operation, square footage of lease space and number of tables/chairs in the notice. d) Planning Department phone number and address of City Hall shall be provided in the notice to call for viewing plans. e) The date by which any comments must be received in writing by the Planning Department and the City appeal procedures. The review period begins 1-2 days after mailing. f) Planning Department shall receive entire list including name and address of those receiving the mailing.
