This written narrative is in support of the application for Staff Review of the subject remodel At present,
we are only exploring the site development issues and not the building design or character We
understand that the building elevations must conform to the criteria set forth in the "Downtown Specific
Plan Village Concept" and the "Downtown Design Guidelines for Public and Private Improvements" For
the site development issues only, the following minimum information applies
a Description of Services
Proposed remodel and conversion of existing drive-through Dairy Queen Restaurant to a Jack in
the Box drive-through restaurant with walk-up service
The existing building is approximately 1500 sq ft of which 900 sq ft is in the lower level and 600
sq ft is on the upper level So as not to impact the FAR (Floor Area Ratio), the upper level will
be abandoned to mechanical space and relocated at the lower level The result is not to increase
the FAR and to adversely affect the parking conditions
The Jack in the Box restaurant proposes to be in operation seven days/week, 24 hours/day
The Jack in the Box restaurant proposes a maximum of 25 employees total, working in three
shifts
b. Reasons for Initiating this application:
The proposed remodel and conversion of existing drive-through Dairy Queen Restaurant to a Jack
in the Box drive-through restaurant with walk-up service
c. Description of surrounding uses to the north, south, east and west.
North - existing fast food walk-in restaurant
South - undeveloped
East - vacant, undeveloped lot
West - Pacific Coast Highway, public beach

d. Description of population served by the proposed use or project.
Tourist and local patronage
e. Signed statement declaring whether the project site is or is not located within a Hazardous
Waste and Substance site pursuant to Section 65962.5 of the Government Code
Mr Ricky Ramos of the Planning Department confirmed that the subject site is not in the
Hazardous Waste and Substance site per a telephone conversation, February 14, 2000
Enclosed is a check in the amount of $100 00 for staff review only, six sets of site plans at 24" x 36" with
conforming criteria, and the signed General Application w/ Property Owner's signature and Authorized
Agent signature
