CUP: To permit the construction of 143 detached multi-family residential units within the RM (Residential Medium Density) zone. Location: 4832 Pearce Avenue (northwest corner of Pearce Avenue and Green Street) Dear Mr. Sassouni an: The Planning Department has reviewed your request and has determined that additional items are required in order for your application to be deemed complete. The following information shall be provided in order for the Planning Department to continue the processing of your application: 1. An application fee in the amount of $4,788 for a Precise Plan of Street Alignment (PPSA) shall be provided based on the changes to PPSA 80-1 with the proposed development concept. 2. An application fee in the amount of $1,599 for a Variance to allow a building separation of six feet in lieu of the Code required 10 feet is required. In addition, a narrative shall be submitted, providing justification for the reduction in building separation. 3. A design review board application fee in the amount of $879 is required based on the location of the subject site adjacent to a public park. 4. Completion of an environmental assessment application (attached) is required to assess the potential environmental impacts associated with the proposed project. 5. Written proof of consent of adjacent property owners abutting the subject property to the south shall be provided regarding the abandonment of the alley along the southerly property line. 6. The site plan shall indicate a sidewalk on one side of the main access street from the project site to Green Street. 7. A preliminary title report and three copies of a soils report shall accompany the tentative tract map submittal. G.\DAVEIGA\CUP's\CUP 02-71-Filing Status doc 8. A preliminary landscape plan shall be submitted depicting the proposed location of trees, plant material and compliance with the landscape requirements identified in the HBZSO. 9. Provide and open space plan which identifies the following: a. Provide dimensions for all the common and private open space areas. b. Include a matrix which identifies each housing product type, the required private open space based on the number of bedrooms, and the amount proposed. c. Provide the total square footage for all common open space areas based on the overall building square footage. Please note that all open space, whether common or private, shall meet the minimum dimensions identified in the HBZSO. 10. A draft affordable housing plan shall be submitted which identifies the manner in which affordable housing will be satisfied on the subject property. 11. Outstanding Items: a. A massing model is required prior to sending out legal notices for the public hearing. b. Provide digital photographs of the subject site and surrounding properties. c. A materials palette and colored elevations shall be submitted prior to the Design Review Board meeting. d. Street scene elevations of both sides of the main access street (shown from the top of curb and including walls and landscaping) shall be submitted prior to the Design Review Board meeting. e. One set of colored plans shall be submitted to the Planning Department prior to scheduling for public hearing. Additional comments and recommended conditions of approval will be provided from the departments of Public Works, Fire, and Building as soon as they are available. Please submit the above-noted information and/or corrections as soon as possible in order for the Planning Department to continue the review process of your request. Please note, additional comments and concerns may be generated upon receipt of the requested information. Also, completion of the corrections and/or the submittal of the additional information do not presume approval of the application requested.
