(tower owner) on behalf of Verizon Wireless is requesting preliminary staff review of Verizon's proposed addition of antennas to an existing monopole at Golden West College. The existing facility consists of a 114-foot monpole with 12 Nextel antennas mounted at a height of 114 feet. A 10'x20' Nextel equipment shelter is located at the base of the pole within the lease area. Verizon is proposing to add six antennas flush mounted at 50 feet with four equipment cabinets located at the base of the pole. Planning/Zoning Consistency On June 7, 2001 the Zoning Administrator denied a request by Metricom to mount 12 antennas with a standard array at 85 feet on the 114-foot monopole stating that the monopole pole was illegally constructed. When the facility was built, it was interpreted that the pole was exempt from local zoning under Gov't Code 53094 and was approved by the Department of State Architecture. In order to proceed with the current collocation request SpectraSite Communications would like to legally entitle the existing monopole with the City of Huntington Beach, as Golden West College no longer supports the view that the monopole is exempt from local zoning. SpectraSite would like design comments on the following design options: Option 1 • Verizon proposes to flush mount six antennas at 50 feet on the existing monopole. The antennas will be painted to match mitigating visual impacts of the additional antennas. The photo on the right is an example of a 150-foot monopole in the City of Redlands with flush mounted antennas at 100 feet. The coaxial cable was painted to match the pole. When viewing the pole from a distance of more than 100 feet the antennas blend into the pole. Option 2 • Replace the existing pole with an 80-foot monopine or architectural feature that would blend into the surrounding area. The 80-foot height is required to maintain Nextels 2 existing coverage as well as providing Radio Frequency separation distance for the proposed Verizon collocation. While the proposed 80 foo't•heigi is still above the zone height of 50 feet, it is in line with the height;of .the exi§ting 0rovg pf'•; Canary Island Pines located at the corner of Golden West St1 et Efrld Mb Fadden Avenue. From this vantagepoint a monopine would blend into the existing landscape of the College. Additional live pines could be plani cpithQ•goLth sltte of the facility to further camouflage the monopine fdrzf :the : resideAtill development on the north side of Mc Fadden Avenue. ::: • •0.0 • • SpectraSite would like to work closely with City on any feasible designs that will accommodate Nextel, Verizon and potential future collocations. SpectraSite is willing to review alternate designs, but requests that the agreed upon design be allowed to exceed the height limit of the PS zone so that Nextel is able to maintain their existing coverage. SpectraSite is under contractual agreements with Nextel to maintain their existing coverage. If the height of the facility is reduced below 80 feet, Nextel will not approve the design. The increasing demand for wireless coverage, including the exploding demand for data service, requires additional facilities for the Citizens of Huntington Beach in order to provide seamless coverage. Collocated facilities offer the potential to provide the added coverage while reducing the proliferation of additional facilities. Brief Overview of SpectraSite Communications, Inc.
