Introduction:
Cynthia Ward, engaged as an independent consultant on behalf of property owners
Jonson and Samantha Chen, completed this Historic Resource Assessment to
document the residential structure located at 1019 12th Street in Huntington Beach,
California. The structure is located on a parcel which is 3 lots wide, encompassing Lots
32, 33, and 34 of Block 921, Wesley Park Section of the City of Huntington Beach, as
shown in the map recorded in Book 4, Page 17 of Misc. Maps, Records, of Orange
County. The property is identified as Assessor's Parcel Number 024-052-21.
In April of 2009, Cynthia Ward conducted a field inspection of the property and its setting
for context. Throughout April 2009 , historic research involving aerial photographs,
maps, grant deeds, building records, property tax records, County Directories,
newspaper records, and historic photos established a clear history of the site. Building
permits located at the City of Huntington Beach Planning Department show that the
single-family residence was built in 1949, by contractor Frank Hinshaw, based on a plan
by an unknown architect or designer.
Aerial photographs at the Orange County Archives reveal a consistent footprint
throughout the history of the structure.
Evaluation of the structure was based on criteria set by the Secretary of the Interior's
Standards for the Treatment of Historic Properties, specifically the criteria for inclusion
on National and State Registers. The City of Huntington Beach does not administer a
Local Register as of this writing.
Background:
The structure located at 1019 12th Street was not included in the Huntington Beach
Historic Resources Inventory prepared in 1985-86 by Diann Marsh for Thirtieth Street
Architects. The Historic Resources Board, in a letter dated January 10, 2009, requested
evaluation of the property, after a plea for preservation of the site.
Settin and Context:
The single-family residence at 1019 12th Street is set within a residential neighborhood
that had been developed in the early to mid 20th century. Recent increases in property
values, and the desirability of the Wesley Park section of the City, have created a
demand for newer homes on older lots, resulting in the redevelopment of the area. The
newer development continues a trend for dramatically larger houses, built to the greatest
footprint allowable under City setbacks. In response, the residents of Wesley Park
attempted to form a Historic District for the preservation of the neighborhood, in summer
of 2006. The effort to form the District was unsuccessful, and demolition of older homes
for new construction continues in the area.

This contempora ry style mid-centu ry home is a derivation of the International style of architecture, and homes of this type are
sometimes referred to as "American International" style. The residence is clad in wide, horizontal weatherboard, accented by a
stack-rock facade common in mid-centu ry design, and very likely original to the structure. A flat roof of varying levels features wide
overhangs, reminiscent of the bungalows of earlier decades. The roofline is interrupted in the rear, or northern portion, by a large
"pop-top", a modern version of a cleresto ry , which allows light into the central rear living area, creating emphasis on the back yard
patio area as the center of the home, a move away from the front porch orientation of early 20`h Centu ry architecture. This roofline
appears in aerials photos of the home from 1959 and 1970, and is likely original.
Windows are single paned, using a Minimalist approach featuring expanses of glass, without dividers or muntins, again common in
mid-centu ry design. The fenestration pattern appears incomplete or lacking balance, perhaps due to a remodel, or possibly the
work of an unskilled designer/builder. It is possible that the footprint of the home remained intact, while previous owners altered
window size and placement, while retaining original features such as the manufactured stack-rock. Landscaping is simple, and
foundation plantings are limited to those contained in stack-rock planters. The lawn is bisected by stepped rectilinear concrete
terraced steps, which create a geometric walkway. A driveway in poor condition runs along the western edge of the prope rty,
leading to the garage structure in the rear. Overall condition of the prope rty appears fair.

Architectural Style and Background:
The neighborhoods that retain the original settlement pattern of Huntington Beach tend to reflect the period in which they
developed, and the architectural styles popular during those periods of development. Many of the streets reflect the remnants of
what had once been tree-lined blocks of Craftsman bungalows, from the years immediately before, during, and after World War 1.
Period Revivals, or Romantic Revivals, followed "the Great War", along with some eclectic forms of Spanish architecture. Leading
up to World War 2, these seemingly disparate styles had one thing in common. They were, at some basic level, derived from
classical architecture.
During this same period, another vision was being developed for architectural design. Architect Walter Gropius (1883-1969),
founded the art school, Bauhaus, under the original title of the "Staatliches Bauhaus Weimar." The Bauhaus lasted from 1919-1933.
Gropius, along with others of minimalist vision such as Le Corbusier, Mies Van der Rohe, Richard Neutra, and Marcel Breurer, fled
the chaos of Europe, bringing a style of architecture to the United States, which stressed functionalism, while rejecting regional
characteristics, even eschewing basic decorative elements. Indeed, these architects delighted in breaking all the rules of classical
design, and modern materials allowed the implementation of their groundbreaking work, with long spans of steel, which defied the
traditional proportions of lintels and beams. Suddenly entire walls could be formed from glass, seemingly without structural support.
These European innovators pushed the limits of structural design to create their minimalist masterpieces, which are only now being
recognized and honored as historically and architecturally significant. It was in this vein that the structure at 1019 12th Street was
created. While these homes were typically architect designed, custom homes, they were not always the work of particularly talented
architects, indeed they frequently were bad copies of the Cliff May designs popular in Orange County during that period. Thus, not
all mid-century modern is created equal.
The recent controversy surrounding the Mariner's Medical Arts Center in Newport Beach brings this type of architecture to the
forefront of the battle for preserving our mid-century designs. The Richard Neutra building, slated for demolition, was saved by the
vocal efforts of those Orange County residents who recognized the cumulative effect of the loss of these buildings. In the shadow of
that battle, many communities who have long treasured their earlier heritage are now examining their architectural inventories from
later decades, in search of those examples of post War development worthy of preservation. It is in that environment that we
examine the single-family residence at 1019 12t' Street in Huntington Beach.
On January 10, 2009, the Historic Resources Board, as an advisory board to the Huntington Beach City Council, issued a letter
recommending against demolition of the single-family structure located at 1019 12th Street. In the letter, the HRB describes the
structure as "a 1949 mid-century craftsman cottage style home. The structure and landscaping is in very good condition, but with
extensive modifications and additions. The original building materials, layout, setbacks, and style have not been preserved. The
second story addition, prefabricated stone accents and large plate glass windows give this home a contemporary look and feel."
In respect to the HRB, the structure at 1019 12thStreet has been examined, and while it is not a "craftsman cottage", it is an
unusual example of mid-century architecture. Had an architect of note been found responsible for the structure, it is possible that
the residence may have been a viable restoration project. City of Huntington Beach records show that builder Frank Hinshaw was
responsible for the construction of the building. Frank Hinshaw was born July 24, 1901, in California, and Died in Orange County on
Sg tember 22, 1971. He and his wife Thelma had been living in Huntington Beach during the construction of the residence at 1019
12 Street. In 1950, Voter Registration Records show them living at 225 Crest Avenue, an address that no longer exists. They
moved to 327 7th Street in 1954, and then moved to Garden Grove, where they inhabited a series of homes, including a rental
apartment near the 22 Freeway. It appears the Hinshaws did not find financial prosperity in the construction business, and Mr.
Hinshaw does not appear to be a builder of note, or a person of significance to the development of Huntington Beach.
Frustratingly, while we know the name of the builder, the architect or designer remains unknown. For information related to the
design, we are left to review the structure itself. While the International style eschewed Traditional or Classical architectural forms,
using modern materials to push the envelope of structural creativity, the more significant architects such as May or Eichler used
their classical training to create balance and harmony within that modern design. The clear lack of balance or harmony in
fenestration pattern and structural composition proves extremely difficult to make the case that this structure embodies the
distinctive characteristics of a type, period, or method of construction, or represents the work of a master, or possesses high artistic
values, or represents a significant and distinguishable entity whose components may lack individuali ty, therefore meeting Criteria for
inclusion in a Historic Register listing.
It is this recorder's finding that the single-family residence located at 1019 12th Street in Huntington Beach does not fit Criteria C for
inclusion in a Historic Register.

This single-family residence is one of the later additions to the Wesley Park Section of the City of Huntington Beach. Wesley Park
subdivision was created on June 20, 1905. In 1912, the land for Lake Park was purchased, as one of the three original park sites in
Huntington Beach. Lake Park was the second of the three parks to be developed. The Boy Scout cabin at the park was opened in
1923, and the Lake Park Clubhouse was dedicated on April 19, 1938. The Clubhouse was an economical development, despite the
Great Depression, as it was the work of WPA. The original fly-fishing lake, which the park was named for, has been filled in, and is
now the location of a children's playground. This park has become a social center for the older section of the City, and is an
especially desirable location for families to build homes. Today the neighborhood is entirely built out, and older homes are
frequently demolished to make way for newer homes, of substantially greater square footage, in eclectic building styles. The
residence at 1019 12th Street features a more modern style than many of its older counterparts in the neighborhood, which includes
Craftsman bungalows, Period Revivals, and Spanish eclectic subtypes. In contrast, the California International style home fits the
streetscape only in its setback and scale. As the area develops with new construction, the variety of building styles continues to
vary, and the character of the neighborhood will be lost over time, as diverse architectural visions are created in the space where
homes of similar size, scale, style, age, and socio-economic origin once stood.

History of Ownership:
On September 2, 1949, the Huntington Beach Company sold Lots 32, 33, and 34 of Block 912, Wesley
Park Section, to W.S. Ebert and his wife Edna Fay Ebert. The three lot wide building parcel was one of the
last undeveloped sections in the neighborhood, with a clear view of the Lake Park recreation area. A review
of City building records reveals that original building permit #1870 was issued in October 1949, to F.
Hinshaw to construct a Dwelling and Garage, valued at $12,000 for owner W.S. Ebert. Builder F. Hinshaw
appears to have been Frank Hinshaw, born July 24, 1901 in California. He and his wife, Thelma Mae, lived
in the area at the time of construction. Their residences appear to have been middle-class dwellings, of no
architectural significance, and based upon the frequency of their moves, the Hinshaws did not appear to be
financially prosperous. There is no evidence that Hinshaw was a builder of note, and the name of the
architect or designer for the residence at 1019 12th Street remains unknown.
County Tax records reveal that the Eberts paid taxes on Unimproved property at that location in the Tax
Year 1949. In 1950, the Eberts paid taxes on the Land Value of $910.00 and a Building with a taxable
Assessed Value of $4880.00. At that time, the Assessor's Parcel Number for the property was 24-052-19, it
was later changed to 024-052-21.
The Ebert family had resided in Huntington Beach since at least 1930. They had owned and operated the
Sea Breeze Auto Camp, what today would be called a "trailer park" or campground, located at East Ocean
and Main. Warren Ebert also appears to have worked as an auto salesman in addition to his work at the
camp, while wife Edna Fay was engaged in raising their daughter Virginia. Los Angeles Times articles for
the period reveal Ebert's involvement in the community, as he dealt with oil gushers onto his land (and his
customers) from a nearby oil field, as well as invasions of rabbits from the same oil field. Warren Ebert, a
Veteran of World War 1, was reported in the newspaper to have rescued his daughter Virginia, from the
damaged pier during the Long Beach Earthquake of 1933. The Eberts appear to have been charitable
people, as they opened their camp to any residents displaced in the Earthquake. Mrs. Ebert is also
mentioned in several articles as attending charitable events and fundraisers. The Eberts had deep ties to
the community. However, a review of local histo ry publications fails to mention the family as significant to
the development of the area.
The Eberts appear to have resided at the Auto Camp site, until 1950, when they built their home. At roughly
the same time, they also appear to have constructed the Sea Breeze Motel on the Auto Camp land. That
structure has since been demolished, and a review of historic images yielded no indication of the
architectural style of the Motel, which may have led to clues about the origins of the home, as it was
common practice to engage the same architect for one's home and business construction.
On September 25, 1954, the Eberts sold the home to Charles and June Meyer. On March 4, 1974, Jerome
and Barbara Goldfein purchased the property. Barbara Goldfein sold the house to Larry and Elaine
Livingston on July 26, 1979. On October 28, 2008, Jonson and Samantha Chen purchased the three lot
wide parcel from the Livingstons, with the intent of creating a new home for their family. Noted architect
Jeffrey Dahl has been engaged to design a residence worthy of this remarkable location.
