15. Well No. 13 Written Narrative:APR 13 2006
a. The Well No. 13 chlorination upgradeproject will involve the
replacement of the two existing i0-pound chlorine feed and storage
units with two 1-Ton chlorine feed and storage units. The existing
facility is an ope sn t ur cture with a roof canopy measuring 12 feet x 12
feet. The new facility will also be an open structure with a similar roof
canopy measuring 1.5 feet x 25 feet. The new facility will be identical in
design to the City's existing chlorine facility located at Well No. 6. The
chlorine feed and storage facility is used to chlorinate the water
pumped by Well No. 13. The facility is visited as needed by City staff,
typically between 7 a.m. - 4 p.m daily. The number of visits to the site
varies each week, but no more than once per day. The number of trips
will decrease with increased chlorine storage on-site.
b. The amount of chlorine stored on-site is not sufficient to keep pace
with the chlorine demands. Excessive visits are required by
maintenance personnel to change the 150-pound cylinders as the
chlorine supply is rapidly depleted. Installing two 1-Ton cylinders will
provide the required amount of chlorine storage needed to keep pace
with demands, to provide an adequate backup supply, and to reduce
the number of service calls to change chlorine cylinders.
c. The chlorine facility is completely surrounded on all sides by the Peck/
Springdale Reservoirs and commercial development.
d. Under normal operating circumstances, the chlorine facility serves up
to 25,000 residents of the City of Huntington Beach.
e. The project site is not located within a Hazardous Waste and
Substance site pursuant to Section 65962.5 of the Government Code.
