Subject: Extension of Time Nos. 09-002 and 09-003 (Site Plan Review No. 06-01 - Well No.
13 Chlorination Facility Upgrade)
Dear Ms. Debow:
The City of Huntington Beach Planning Department has reviewed and approved your extension of time
request dated February 12, 2009 on Site Plan Review No. 06-0 1. The project is a request for the
installation of a chlorination facility consisting of two one-ton chlorine feed and storage units covered by
a 15 ft. by 25 ft. canopy as an ancillary use to City Well No. 13. The project also included a request to
allow 61.2 percent of lot coverage in lieu of the maximum allowed 60 percent. The project site is located
at 1462 Springdale Street (west side of Springdale St., south of U.S. Navy Railroad right-of-way). The
project was originally approved by the Planning Department on June 13, 2006.
Pursuant to the City's Zoning and Subdivision Ordinance, Section 241.16, and a legal doctrine known as
nuns pro tune or "now for then," the extension is granted for a one year period from the effective date of
approval of the entitlement (or the most recently approved extension of time). The Huntington Beach
Zoning and Subdivision Ordinance permits one year extensions of time. The legal doctrine of nunc pro
tune allows retroactive action on the extension of time request on the previously approved entitlement
provided the City has not initiated a revocation process on the permit. Thus, Site Plan Review No. 06-
01 is valid until June 13, 2009, with all previous conditions of approval to remain in effect.
Should another extension of time be necessary, a written request shall be submitted to the Planning
Department with all applicable fees a minimum 30 days prior to the expiration date. If you have any

Pursuant to your recent conversations with her this morning, Jennifer Villasenor suggested that I submit
this formal request for a time extension for t e A-eti fior the Well 13 Chlorination Facility
located at our Springdale Reservoir facili (14621 Springdale St.); Siit Plan Review No. 06-01. This NOA
was originally issued on June 13, 2006 (copy
The construction of this project has been delayed, and the alignment of the building revised by rotating
it 90 degrees. (This has no effect on any established setbacks.)
It should also be noted that the original project narrative (conceptually) described the structure
dimensions as 15 ft. x 25 ft. As the design developed, the actual dimensions have become
25.7 ft x 20.7 ft. (This does not include the perimeter chain link fencing proposed to be constructed 6
inches away from, and surrounding the structure.) Given the site is 2.452 acres in size, this changes the
total proposed lot coverage from 61.2 as originally submitted, to a lot coverage of 61.3 percent.
We hope to begin construction by September, 2009. If would be ve ry much appreciated if you could
extend the approved (2006) Notice of Action until that time.

The items listed below indicate Huntington Beach Fire Department (HBFD) development
condition of approval requirements. Compliance is required prior to building permit issuance
and all applicable items must meet Huntington Beach Municipal Code (HBMC), Huntington
Beach Fire Code (HBFC), and/or Uniform Building Code (UBC) standards.
5. PRIOR TO DEMOLITION, GRADING, SITE DEVELOPMENT, AND/OR CONSTRUCTION, THE
FOLLOWING SHALL BE REQUIRED:

6. THE FOLLOWING CONDITIONS SHALL BE MET PRIOR TO ISSUANCE OF BUILDING
PERMITS:
1. Compressed gas systems shall be suitable for the use intended and shall be designed by
persons competent in such designs. Where nationally recognized good practices or standards
have been established for the process employed, such practices and standards shall be
followed. Compressed gas equipment, machinery and processes shall be in accordance with
CFC 8001.4.4. CFC 7403.1.2 (FD)
2. Fire Access Roads shall be provided and maintained in compliance with City Specification
# 401, Minimum Standards for Fire Apparatus Access. Reference compliance with City
Specification # 401 Minimum Standards for Fire Apparatus Access in the plan notes. (FD)
3. Fire Lanes, as determined by the Fire Department, shall be posted, marked, and maintained
per City Specification #415, Fire Lanes Signage and Markings on Private, Residential,
Commercial and Industrial Properties. The site plan shall clearly identify all red fire lane curbs,
both in location and length of run. The location of fire lane signs shall be depicted. Reference
compliance with City Specification # 415 - Fire Lanes Signage and Markings on Private,
Residential, Commercial and Industrial Properties in the plan notes. (FD)
4. Secured Vehicle Entries shall utilize KNOX@ activated access switches (Knox switches for
automated gates, Knox padlocks for manual gates), and comply with City Specification #403,
Fire Access for Pedestrian or Vehicular Security Gates & Buildings. Reference compliance in
the plan notes. (FD)
5. Address Numbers shall be installed to comply with City Specification #428, Premise
Identification. Number sets are required on front of the structure. Reference compliance with
City Specification #428, Premise Identification in the plan notes. (FD)
6. All Fire Department requirements shall be noted on the Building Department plans. (FD)

phases in compliance with City Specification #426, Fire Safety Requirements for Construction
Sites. (FD)
OTHER:
1. Discovery of soil contamination or underground pipelines, etc., must be reported to the Fire
Department immediately and an approved work plan developed accordingly in compliance with
City Specification #431-92 Soil Clean-Up Standards. (FD)
2. Outside City Consultants The Fire Department review of this project and subsequent plans
may require the use of City consultants. The Huntington Beach City Council approved fee
schedule allows the Fire Department to recover consultant fees from the applicant, developer
or other responsible party. (FD)
