The proposed use does not comply with the required conditions for home occupation in residential districts. The use is not conducted entirely within one room in a dwelling as it includes utilizing the yard and garage. Garages cannot be used in connection with such business except to park business vehicles. Residency cannot be verified because the existing dwelling is utilized as an adult care facility and the existing accessory structures are not permitted. Further, comments received as a result of required Neighborhood Notification were not supportive of the proposed home occupation and suggests that the use would increase pedestrian and vehicle traffic in the neighborhood.
