Box 387 Midway City, CA 92655 SUBJECT: Initial Planning & Zoning Review No. 05-10 (Truong Condominiums) 7911 Slater Avenue Dear Mr. Tuan, Planning staff has reviewed your conceptual site plan for development of the subject property with a 6-unit residential development dated September 21, 2005. The proposal was reviewed for its general conformance with the Huntington Beach Zoning and Subdivision Ordinance and Citywide Urban Design Guidelines. The purpose of the Initial Planning and Zoning Review is to identify major issues with the pro- posal and to provide the applicant with preliminary design recommendations. The proposed pro- ject requires submittal of a conditional use permit to be heard before the Zoning Administrator. The following issues were identified in reviewing the conceptual plans: Private 0 en S ace: The private open space requirement for two-bedroom units is a mini- mum of 250 square feet, with a maximum of 50 percent allowed within second or third floor balconies. It is unclear on the site plan if this requirement is being met. o Affordable Housin : A minimum of one unit shall be provided as affordable housing within the development. The following items are staff recommendations to improve the design of the project consistent with the City's adopted Design Guidelines and/or design principles: Ornamental landscaping/decorative paving shall be provided at the entrance to the subject site. See Design Guidelines - Chapter 3. C. 4. e Facilitate pedestrian access and circulation throughout the subject site. See Design Guidleines - Chapter 3. C. 6. a "Boxy" and monotonous buildings facades are discouraged. Consideration should be given to stepping back the upper floor to soften the appearance of each building. See Design Guidleines - Chapter 3.D.2.g i Consider the use of an additional material such as cultured stone, to allow for additional articulation of the building facades. See Design Guidelines - Chapter 3.D.2.f Buildings should be generally oriented to streets with varying setbacks to provide visual in- terest and varying shadow patterns. See Design Guidelines - Chapter 3. C. 4. a Building heights should be varied and building facades should provide offsets to give the ap- pearance of a collection of smaller structures. This design principle applies to both the front facade and access alley to garages in which offsetting the buildings provides opportunities for additional landscaping and architectural interest.
