To Whom It May Concern:
The City of Huntington Beach requires Limited Notification of adjacent
property/business owners and tenants when an applicant proposes a restaurant, outdoor
dining, personal enrichment services, non-amplified live entertainment, carts and kiosks,
large family day care or a sign code exception when certain criteria is met.
This letter is to notify you that after serving the Huntington Harbour community for 16
years at 4952 Warner Ave., #231, Kumon Math & Reading Center of Huntington
Harbour is proposing to relocate to 4972 Warner Ave., #104. The proposed application
will comply with development standards of the Huntington Beach Zoning and
Subdivision Ordinance. Pursuant to the City's Limited Notification standards, you are
encouraged to review the proposed plans for compatibility issues, such as, hours of
operation, noise, location and design as appropriate. Plans are available for review and
comment at the Planning Department for ten business days from August 24 through
September 7. The address and phone number of the Planning Department is: 2000 Main
Street, Third Floor, Huntington Beach, CA 92648, (714) 536-5271.
Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the
action taken by the Planning Director at the end of the ten day review period becomes
final at the expiration of a 10-day appeal period. A person desiring to appeal the decision
shall file a written notice of appeal to the Secretary of the Planning Commission within
ten calendar days of the date of the Planning Department's action. The notice of appeal
shall include the name and address of the appellant, the decision being appealed, and the
grounds for the appeal. A filing fee shall also accompany the notice of appeal. The
appeal fee is $409.00 for a single-family dwelling property owner appealing the decision
on his/her own property. The appeal fee is $1063.00 for all other appeals. The appeal
period starts at the end of the 10-day review period.

ADMINISTRATIVE PERMIT PRCESSING CHECKLIST
January 2006
Please refer to the memo titled "Processing of Administrative Permits" dated October 25,
2006 for the applicable uses and requests subject to the processing procedure.
The project planner shall follow the procedure as outlined below:
Applicant submits application for processing.
Principal Planner assigns application to Project Planner.
Project file is prepared and forwarded to Project Planner.
Project Planner reviews file for code compliance and completeness.
Project Planner coordinates public notification with applicant (if applicable).
Staff formulates recommendation and prepares draft email Executive
Summary and formal Notice of Action.
Application and recommendation is analyzed by staff at weekly (Tuesday)
Project Review meeting.
Project Planner forwards email of Executive Summary to Principal Planner
with staff recommendation on that Tuesday. The Project Planner copies email
for inclusion in file.
Exception : An application subject to Design Review Board (DRB) review
and recommendation to the Planning Director shall first be scheduled for
review and recommendation by the DRB. The DRB recommendation on
Thursday shall then be presented to staff at the following Tuesday Project
Review meeting.
Principal Planner forwards Executive Summary with recommendation via
email to Administration for review and consideration on that Tuesday. The
email is copied to Project Planner for inclusion in the file.
Administration replies to Principal Planner via email as to how to proceed on
that Tuesday. The email is copied to the Project Planner for inclusion in file.
Exception : In the event that the reply is not received on that Tuesday or if
additional information is required, the action on the request will not occur
until the following Tuesday.

Principal Planner forwards email to Administrative Assistant for broadcast
email of Notice of Action (NOA) only on that Tuesday. The email is copied
to the Project Planner for inclusion in file.
Administrative Assistant sends broadcast email of the NOA only to City
Council, Planning Commission, The Independent, and Project Planner on that
Tuesday. The Project Planner copies email for inclusion in file.
On that Tuesday, the Department will send a formal Notice of Action letter to
the applicant and hardcopy to the City Council, Planning Commission,
Property Owner, Project Planner, and select staff. No email distribution of the
NOA letter is required.
Note: The NOA date shall always be a Tuesday with the commencement of
the 10-day appeal period ending on the Friday of the following week at 5:00
p.m.
If an aggrieved person files a written appeal, the appeal shall be filed with the
Department of Planning along with paying the corresponding appeal fee of
$485.
The Planning Commission shall hear the appeal.
