10 .0 ISSUES AND ANALYSIS:
The applicant, PHH Fleet America Auto Sales, is
business previously operated by Avis Auto Sales.
The business site presently has a non conforming 124 square foot in
area, 25 foot tall, illuminated freestanding sign. In dealing with
signage on the site, the applicant has three (3) options; 1) apply
for a two (2) year limited sign permit for the existing sign, 2)
demolish the existing sign and install a monument sign in compliance
with the coder or 3) apply for a special sign permit which modifies
the existing sign. The applicant is requesting the special sign
permit approval to permit a 64 square foot in area, 15 foot tall,
illuminated business identification freestanding sign in lieu of the
code permitted maximum (50 square foot in area, seven (7) foot
tall). The existing sign will be reduced by 10 feet in height and
by 64 square foot in area.
A survey of existing signs in the area has revealled that there is a
15 foot tall freestanding sign on the parcel to the north and a 15
foot tall freestanding sign adjacent to the south serving an auto
radio store , followed by two (2) 35 foot tall signs which serve to
identify the "Dodge" dealer and the "Chrysler-Plymouth dealer.
The staff is recommending approval of the request with a condition
for a limitation on the number of pennant signs which can be
installed on the light poles along the front property line, Staff
suggest.. a maximum of four (4) pennants.
11.0 RECOMMENDATION:
Staff recommends that the Planning Commission approve Special Sign
Permit No. 92-1 with the following findings and suggested conditions
of approval:

FINDINGS FOR APPROVAL LIMITED SIGN -PERMIT NO._91-1.1:
1. Strict compliance with Article 961 will result in a subscantial
economic hardship to the applicant.
2. The proposed sign will not be detrimental to property located in
the vicinity of such sign because the type and ar;ount of signage
conforms with sign permits issued since 1986,

CONDITIONS OF APPROVAL -LIMITED SIGN PERMIT NOS„_9.3_-1I.
1. The site plan and sign elevations received and dated January 21,
1992, shall be the approved layout.
2. Limited Sign Permit No. 91-11 shall be valid for two (2) years.
3. Prior to issuance of building permits, the applicant shall file
a cash bond in the amount of $2,000 with the City for the
purpose of idemnify,ng the City for any and all costs incurred
in the removal of the pole sign. If the sign is not removed
after two (2) years from the date of approval, or remodel of the
property, whichever comes first, the City of Huntington Beach or
its agents or employees may enter on the property whore said
sign is located and remove said sign and the cost of removal
shall be deducted from the cash bond and summarily forfeited and
paid over to the City of Huntington Beach, and the remainder, if
any, returned to the person depositing the bond.
