9.0 DESIGN REVIEW BOARD:
The Design Review Board reviewed the proposal and is recommending
approval of the request.
10.0 ISSUES AND ANALYSIS:
The applicant's request is for the change of face on an existing
non-conforming freestanding sign.
The following is a zoning conformance matrix which compares the
proposed project with the development standards of Section 9601.5(b).

A limited sign permit to allow the use of the existing pole sign is
requested due to the nature of the new auto stereo .ales and
installation business and is needed for exposure in a new location.
The sign does not obstruct other signs in the area nor will it be
detrimental to other properties . Upon removal of the sign in 21
months all signage on the property would be required to meet the sign
code at that time. Because the applicant installed the sign face in
April, without benefit of a building permit , staff is proposing to
subtract three (3) months from -he 24 months requested.
11.0 RECOMMENDATION:
Staff recommends that the Planni g Commission approve Limited Sign
Permit No. 91-6 with the following findings and suggested conditions
of approval:
FINDINGS FOR APPROVAL - LIMITED SIGN PERMIT NO. 91-6:
1. Allowing the maintenance of the sign for an additional twenty-one
(21) months will not adversely affect other signs in the area.
2. The proposed extension of time will not be detrimental to property
located in the vicinity of such sign, and will be in keeping with
the character of the surrounding area.
3. The sign in its existing location at the corner of Beach Boulevard
and Terry Drive will not obstruct pedestrian or vehicular traffic
vision.
4. Due to the unique circumstances applicable to the sign, immediate
alteration, removal or replacement of the sign will result in a
substantial economic hardship.
ONDITIONS OF APPROVAL - LIMITED I N PERMIT NO, 91-6:
1. The site plan and sign elevation received and dated April 1, 1991,
shall be the approved layout.
2. Expiration date of Limited Sign Permit No. 91-6 shall be April 10,
1993.
3. Prior to issuance of building permits, the applicant shall file a
cash bond in the artiount of $5,000 with the City for the purpose of
indemnifying the City for any and all costs incurred with the
applicable provisions of the sign or,'.nance after twwenty-one
months from the date of approval, or remodel of the property.
1.2.0 ALTERNATIVE ACTION:
The Planning Commission may deny Limited Sign Permit No. 91-6 with
findings.

The intent of this application is to gain a Limited Sign Permit
in order to reface an existing pylon sign and to install two
sets of channel letters to the building facia facing Beach Blvd.
and Terry Drive.
On a corner lot, code allows either freestanding or wall signage.
The freestanding sign is existing under previous sign code. The
current code allows 1.5 sq. ft. of signage per lineal foot of
building frontage as calculated on one elevation. The building
is 64'6" facing Terry Drive which caculates to a total of 96.75
sq. ft. of wall signage allowed. The two proposed wall. signs
total 90 sq. ft.
The existing pylon sign is designed to acc:omodate two sets of
tenant faces as the building has two tenant spac^_s. At the time
of this application the faces are Cycle World and Busybody Fitness
Products. The Busybody free will remain and we propose refacing
the Cycle world face to read "Al & Ed's Autosound'".

and services Al & Ed's offers.
