Integrated Rehabilitation Therapies , Inc. (IRT), formerly named Servieesfo I''INNr'PT
Developmentally Disabled of Long Beach, Inc., currently operates a day program for
disabled adults at 15239-41 Springdale St. in Huntington Beach, Ca. This business
operates under the name Encore, is classified as a Personal Enrichment Service, and has
been operating at this location under CUP No. 91-40 since August 9, 1991.

The purpose of this Administrative Permit application is to expand our services to include
the adjacent suite at 15237 Springdale St.
Surroundin Land Use
Properties North of subject property are IL (Limited Industrial) and CG (General
Commercial).
South and West of subject property are IL (Limited Industrial).
Properties East of subject property are RL (Low Density Residential).
Pro ram Descri tion
Encore provides day program services for adults with intellectual disabilities (a.k.a.
mental retardation) and physical disabilities.
The purpose of these services is to provide stimulating site-based and community
interactions that promote mental health and wellness in the least restrictive environment.
These services serve post high-school age individuals with intellectual disabilities who
may exhibit health or mental-health related problems and who may have mild to severe
physical limitations. Clients participate in typical daily activities with disabled and non-
disabled persons. This includes regular interaction with friends and staff and
participation in common community settings such as art galleries and museums,
restaurants, and music and theatrical performances. In the creative arts areas, participants
also participate in work activity by promoting, displaying, and selling their own artwork
in public and private venues. The creative arts are utilized in this program as an avenue
to provide cultural awareness, a mode of alternative expression, and a method of
engaging with the community socially and vocationally. Through these integration
experiences, participants present themselves as contributing community members, while
non disabled members of the community have a chance to learn the positive value of all
citizens regardless of perceived barriers.
These services strive to provide clients with well-being and personal growth. In this
context, well-being is synonymous with "emotional fitness." This program provides
therapeutic and community related experiences that promote self-realization and a
structure with which to appropriately and safely "test" those realizations. Clients
participate in group and/or individual therapy focusing on realizing emotions and
embracing positive responses. Along with self-realization, goals are designed with
regard to developing an array of coping skills to deal with life issues such as physical
and/or medical problems, emotional trauma, interpersonal relations, and social adversity.
The concept of personal growth means that the environment, daily schedule, therapeutic
method, and materials used are adjusted as much as possible for the individual with
regard to their personal preference and future aspirations. Staff members honor
individual preferences for social, cultural, vocational, and recreational activities. Staff
members treat participants with dignity and take into account their personal histories,
special needs, and personal styles. IRT realizes that a primary key in assisting these
individuals in their goals is support and direction of their psychosocial and emotional
needs. The therapeutic component of this program is essential for these individuals to
facilitate a healthy transition to an integrated life style.
The basic program consists of the following key learning areas: 1) emotional and
psychological wellness, 2) personal vocational development, 3) social interest and self-
reliance, and 4) cultural awareness, which are described in depth in our Regional Center
service plan.
Ca acit and Hours of Service
IRT/Encore currently serves 40 individuals with intellectual disabilities at its existing
location in 4,172 sq. ft. of space. The expansion into the adjacent space will increase the
usable space to 5933 sq. ft. and allow us to serve an additional 30 clients. Current hours
and days of operation will remain the same, Monday through Frida 8:30 a.m. to 3:30
Clients live in their own homes or in residentia care facilities and are transported to
and from the program by family, care home personnel, private-pay transportation or
public transportation. Clientele do not drive to the site themselves and therefore do not
require parking spaces. Handicapped parking and access ramps were constructed in
fulfillment of requirements for original CUP and remain in tact. Drop-off and pick-up of
clientele and routing of vehicles through the parking lot was submitted by the landlord
and approved as an ongoing requirement of occupancy. Traffic in the parking lot will not
increase substantially as many clients live in the same facilities and are transported by the
same vehicles.
IRT employs 9 full-time and 5 part-time employees at this site. At full operation, full-
time employees will increase by 5 (total 12), part-time by 3 (total 8). Parking is not
anticipated to become a problem, as the parking lot in this industrial park has
substantially more parking spaces than required, and are most often vacant.
