TO REVIEW PARKING AREA PLAN FOR EXPANSION OF AN EXISTING
PARKING LOT WITH RECIPROCAL ACCESS TO FIRST CHRISTIAN
CHURCH SITE AND ANALYZE COMPLIANCE WITH PARKING LOT
STANDARDS.
The following is a list of code requirements deemed applicable to the proposed project based on plans
received and dated MAY 20, 2010. The list is intended to assist the applicant by identifying requirements
which must be satisfied during the various stages of project permitting and implementation. If you have
any questions regarding these requirements, please contact the Plan Reviewer.
1. Parking stall design for new parking spaces shall be double-striped with minimum dimensions of
9' by 19'. (HBZSO Sec 231.14)
2. The location and description of fencing and architectural screen walls shall be provided on the
site plan. (HBZSO Sec 231.26)
3. A parking space on a site with more than five (5) parking spaces and which is adjacent to a
wall/fence over twelve (12) inches in height shall be increased in width by three (3) feet. (HBZSO
Sec 231.16.A)
4. The drive aisle width for 30/45/60 degree parking stalls shall be a minimum of 20 feet for two-way
traffic . (HBZSO Sec 231.14)
5. The drive aisle width for 90 degree parking stalls shall be a minimum of 26 feet for two-way traffic.
(HBZSO Sec 231.14)
6. The location of lights to illuminate the parking area shall be provided on the site plan. (HBZSO
Sec 231.26)
7. All parking area lighting shall be energy-efficient and designed so as not to produce glare on
adjacent residential properties. Security lighting shall be provided in areas accessible to the

public during nighttime hours, and such lighting shall be on a time-clock or photo-sensor system.

8. A drainage plan showing drainage to a public way in accordance with accepted standards or
practices shall be provided. (HBZSO Sec 231.26)
9. A landscape, planting and irrigation plan prepare consistent with the requirements of HBZSO
Chapter 232 shall be provided. (HBZSO Sec 231.26)
a) For traffic visibility purposes, the maximum height of shrubbery shall be 32 inches within
any parking area and within 5 feet of any driveway. (HBZSO Sec 232.08.A2)
b) Non-residential developments shall have one 36 inch box tree for each 45 lineal feet of
street frontage planted within the first 15 feet of the setback area adjacent to a street.

c) A 10-foot-wide landscaped planter area (inside dimension) shall be provided between any
streetside property line and a parking area except at driveway openings. (HBZSO Sec
232.08.C1)
d) Parking facilities shall have perimeter landscaping areas. (HBZSO Sec 232.08.C2)
e) Interior landscaping areas shall be distributed throughout the parking area and shall equal
5 percent of the perimeter landscaping area. These areas shall include a minimum of one
minimum 24-inch box tree for ever 10 parking spaces and shall be located throughout the
parking area. (HBZSO Sec 232.08.C3)
f) The end of each row of parking spaces shall be separated from driveways by a
landscaped planter, minimum 2 feet wide and in addition include a step off area. (HBZSO
Sec 232 .08.C4)
g) Planter areas adjacent to parking spaces shall be provide with a 12-inch-wide by 3 %2
inch-thick "step off' area flush with and behind the curb for the entire length of planter or
provide 4-foot-square or 5-foor-diameter circular planter surrounded by textured/and/or
colored concrete. (HBZSO Sec 232.08.C5)
h) All parking area landscaping shall be protected from vehicular and pedestrian damage by
a 6-inch-high, 6-inch-wide curb of Portland cement concrete. (HBZSO Sec 232.08.C7)

II. CODE ISSUES BASED ON PLANS & DRAWINGS SUBMITTED:
1 Project shall comply with the current state building codes adopted by the City at the time of
permit application submittal. Currently they are 2007 California Building Code (CBC), 2007
California Mechanical Code, 2007 California Plumbing Code, 2007 California Electrical Code,
2007 California Energy Code and the Huntington Beach Municipal Code (HBMC). Compliance to
all applicable state and local codes is required prior to issuance of building permit.
2. Provide compliance to disabled accessibility requirements of Chapter 11 B of the CBC.
a. A total parking count is required to assess the number of required accessible parking.
b. An accessible parking layout will be required. Please show all code required horizontal
and vertical dimensional controls with appropriate signage.
c. Accessible parking shall be located to the nearest entrance.
d. An accessible path of travel is required from the accessible parking.
3. Recommendation: Please contact me or our office for a prelimina ry review of code analysis to
examine any possible building code issues that may arise.
