Dear Mr. Palin:
In reference to the attached application for a limited sign permit for
American Merchant Bank located at 16902 Balsa Chica Road, the following reasons
would apply for special consideration per requirements 9 and 10:
9(a) Site reasons for initiating this application.
The Bank officially changed its name to American Merchant Bank as of
April 1, 1987.

(b) Area description and population served by.the proposed use or project.
American Merchant Bank is a full service commercial bank located within
a business complex and defines its service area as roughly that area
from Pacific Coast Highway north to the Garden Grove Freeway and from
Beach Boulevard west to Huntington Harbour. It is estimated that the
Bank serves a combined residential/commercial population of approx-
(c) Description of the project and services.
Net effect of the change in the Bank's name is deletion of
"List" and addition of the word "'Merchant".
The existing 20 ft. sign. not only benefits American Merchant Bank, but
also houses the corporate identity for as many as eight other businesses
within our same commercial complex.
(d) Description of surrounding uses.
Again, due to the name change of the Bank, it is necessary to change
one w, d on our existing sign in order to reflect the present name of
privileges normally enjoyed?
10(a) What exceptional circumstances apply to petitioned property (including
size, shape, topography, location or surroundings) that deprive it of
the Bank.

10(b) Will the request constitute a grant of special privilege inconsistent
with normal limitations?
(c) Why is this request necessary for the preservation and enjoyment of one
or more substantial property rights?
The Bank is asking for this limited permit not only for ourselves, but
also because we belong to an association and to replace the existing
sign at this time would require that the other members incur an un-
planned additional expense.
(d) State reasons why the granting of this request will not be materially
detrimental to the public welfare.
The existing sign is attractive as is and its appearance will not be
effected as size, colors, style and materials used will remain the
same as was previously approved by the Huntington Beach Planning
Commission in May 1986.
