2 0 GENERAL INFORMATION:
Limited Sign Permit No. 91-2 is a request to permit a "face change"
to an existing non-conforming pole sign . The sign exceeds the
maximum height and area permitted by Section 9610 .5(b) of the
Huntington Beach Ordinance code.

The applicant is requesting that they be permitted to change the
face of an existing non-conforming freestanding sign and to add
approximately four (4) square feet of sign area foc automated teller
machine information. The additional sign area would require a
special sign permit and is not recommended by staff.

The request is to change the face of an existing 132 square foot, 26
foot tall non-conforming pole sign to reflect a savings bank rather
than a savings and loan. Also requested are four (4) square feet of
signage existed. The existing building has very minimal wall signage
due to the facade design , and a monument or pole sign may be justified
to properly identify the building.

activites expected to occur in the area. The subject propert' lies
within the Huntington Center Redevelopment Project Area. As part of
the revitalization of that area, the agency is planning to widen
Edinger Avenue and install landscaping improvements on both sides. It
is anticipated that this would begin in 18 to 24 months. If a new
monument sign were required for this property at this time the sign
would eventually have to be relocate( to accommodate the street
widening and other parking and landscaping improvements which may
ultimately occur as a result of the redevelopment project.
The sign does not obstruct other signs in the area nor will it be
detrimental to other properties.. Upon removal of the sign in two (2)
years all signage for the property would be required to meet the sign
code at that time. In addition, the signage would be required to meet
whatever design guidelines or planned sign program requirements may be
in place at that time due to redevelopment planning efforts.

Although the sign at present does not obstruct vehicular or pedestrian
traffic, if the automated teller information were permitted, cars may
slow down on Edinger Avenue to see if their system were available at
that location. As a result, staff does not support the additional
information.
10.0 RECOMMENDATION:
Staff recommends that the Planning Commission approve Limited Sign
Permit No . 91-2 without additional sign area or automated teller
information with the following findings and conditions of approval:
FINDIN FOR APPR VAL - LIMITED I N PERMIT NO. 91-2:
1. Allowing the maintenance of the sign for an additional two years
will not adversely affect other signs in the area.
2. The proposed extension of time will not be detrimental to property
located in the vicinity of such sign, and will be in keeping with
the character of the surrounding area.
3. The sign in its existing location along Edinger Avenue will not
obstruct pedestrian or vehicular traffic vision.
4. Due to the unique circumstances applicable to the sign, immediate
alteration, removal or replacement of the sign will result in a
substantial economic hardship.
CONDITIONS OF APPROVAL - LIMITED S? N PERMIT NO. 90-8:
1. The site plan and sign elevation received and dated January 22,
i991, shall be the conceptually approved layout with the following
modifications:
a. No additional . sign area shall be permitted.
b. No automsted teller information shall be permitted.
3. Prior to issuance of building permits, the applicant shall file a
cash bond in the amount of $5,000 with the City for the purpose of
indemnifying the City for any and all costa incurred with the
applicable provisions of the sign ordinance after two years from
the date of approval , or remodel of the property, whichever comes
first, the City of Huntington Beach or its agents or employees may
enter the property where said sign is located and remove said sign
and the cost of removal shall be deducted from the cash bond and
summarily forfeited and paid over to the City of Huntington Beach,
and the remainder , if any , returned to the person depositing the
bond.

4. Limited Sign Permit No. 91-2 shall not become effective for any
purpose until an "Acceptance of Conditions" form has been properly
executed by the applicant and an authorized representative of the
owner of the property, and rei;urned to the Planning Division; and
until the ten day appeal period has elapsed.
NDITI N F APPROVAL - LIMITED I N PERMIT NO. 91-2:
1. The site plan and elevations received and dated January 22, 1991
shall be the conceptually approved layout with the following
modifications:
a. No additional sign area shall be permitted.
b. No automated teller information shall be permitted.
ALTERNATIVE ACTION:
The Planning Commission may deny Limited Sign Permit No. 91-2 with
findings.

ITEM 12 (LIMITED SIGN PROGRAM APPLICATION)
(A) The legal non-conforming sign has existed for many years and
is located on a major street. If the bank did not change from
a "Savings & Loan" to a "Savings Bank " the sign could remain
as is.
(C) The Savings & Loan business has fallen on hard times recently.
Therefore, it is vital that the general public is informed
'hat this institution is now a "Savings Bank ".
(D) •anting this "copy" change will not be detrimental to the
public welfare. There are many free stanaing signs in the
immediate and surrounding areas that are of similar size or
larger.
