(d) Description of surrounding uses to the north, south, east and west. (e) A signed statement declaring whether the project site is or is not located within a Hazardous Waste and Substance site pursuant to Section 659,62.5 of the Government Code, In order to support findings for approval for a Variance answer the following questions: (a) What exceptional circumstances apply to the subject property (including size, shape, topography, location or surroundings) that deprive it of privileges normally enjoyed? (b) Explain wily the request will not constitute a grant of speciai privilege inconsistent with normal limitations. (c) Why is this request necessary for the preservation and enjoyment of one or more substantial property rights? (d) State reasons why the granting of this request will not be materially detrimental to the public welfare. 13.
