Sign Type Monument Pile Not to code Illumination External Irternal Not to code illumination illumination Public Storage recently purchased the mini-storage facility at 16212 Gothard from Stor-safe Storage and has commun ated to staff (see attachment 3) than considerable upgrading is required to bring the facility up to their standards. Also, at the time of purchase, they were unaware that the sign structure would need to be replaced and, consequently, made no provisions to do so. As a result, Public Storage curra:rtly has no monies budgeted for replacing anytiing other than the sign faces. Public Storage has expressed that bringing the sign up to code at this time would result in a substantial economic hardship; however, no actual estirAtes of cost have been submitted. In addition, no physical land-rel.tei hardships are evident. The subject sign is located in a landscape planter as required by the Sign Code. Directly north of the subject sign on the abutting parcel, 16182 Gothard, a conforming monument sign (4 feet x 4 inches high with an area of approximately 21 square feet) identifies the Gothard Business Center. No signs are located on the east side of Gothard between the subject sign and Heil. On the west side of Gothard, approximately one-quarter mile south of the subject sign, stands the identifiea-ion sign for the Huntington Beach Business Park. This sign is 3 feet by 9 inches high and has an area of 15 square feet. Therefore, a 20 foot high, freestanding sign is not in character with other signs in the surrounding area. In addition, the subject sign is partially hidden from northbound traffic on Gothard as a result of the t-_ees 1( ated in the same landscaped area; therefore, a conforming monument sign would have much better visibility to northbound traffic than does the existing sign. According to the Sign Code, Section 9610.8, the eventual elimination of existing signs which are not in conformance with the provisions of the Sign Code is as much a subject of health, safety and welfare as is the regulation of new signs. The subject sign also greatly exceeds the maximum dimensions of the previous sign code. According to the 1977 Sign Code, industrial sites of more than 1 ac were permitted one freestanding sign with a maximum height of tJ feet and a maximum area of 60 square feet. Since the subject sign has been nonconforming for over ten (10) years, is not in character with the surrounding area, and no substantial hardship, ocrnomic or land-related, has been proven, staff recommends that the Planning Commission deny Limited Sign Permit No. 87-5. Staff Report - 12/1/87 -3-(9506d) 10.0 RECOMMENDATION: Staff recommends that the Planning Commission deny Limited Sign Permit No. 87-5 with the following findings: FINDINGS FOR DENIAL: 1. The sign's immediate removal or ,modification to conform with the current sign code will not result in a substantial hardship for the applicant. 2. As a result of the low-profile, conforming signs in the same proximity, the sign will not be in keeping with the character of the surrounding area. 11.0 ALTERNATIVE ACTION: The Planning Commission may choose to approve Limited Sign Permit No. 87-5 with f_indi.igs and conditions of approval. We just recently purchased the facility and have considerably-' upgrading to do. At the time of budgeting monies; we were unaware that the sign might need replacing and made no provision to do so, and as a consequence have no budget for replacing other than the sign faces at this port and time.
