2.0 GENERAL INFORMATION:
Limited Sign Permit No. 89 -3 is a request to modify (face change) an
existing 20 foot high, 96 square foot, nonconforming freestanding
pole sign. The applicant is requesting the face change as a result
of a change of business name from Huntington Beach Athletic Club to
L,A. Fitness.

Section 9610.8(c) of the Huntington Beach Ordinance Code specifies
that the Planning Commission may allow a change of face for
nonconforming signs and extend their use for up to two years, A
cash bond is required to guarantee their removal at that time.

9.0 ISSUES AND ANALYSIS:
The following is a zoning conformance matrix which compares the
existing sign with the current sign code requirements of Article 961.

The existing 20 foot high freestanding pylon sign provides 96 square
feet of sign area with changeable copy identifying the Huntington
Beach Athletic Club. As a result of a change of ownership, the
applicant is requesting a limited sign permit to change the face of
tie existing pylon size for a temporary two year period. The face
change includes: tenant identification, a logo and two items of
information without an area for changeable copy. The applicant/
owner has net the intent of the limited sign pee wit by reauesti.ng a
change of face only and understands that the permit is for a maximum
period of two years. After the two year period the sign shall be
made to conform to the current code requirements for signs (ma_dimum
50 square feet in area and 7 feet in height).
10. RECOMMENDATION:
Staff recommends that the Planning Commission approve Limited Sign
Permit No. 89-3 with the following findings and condition-, of
approval:
FINDINGS FOR APPROVAL:
1.Allowing the maintenance of the sign for an additional two
years will not adversely affect other signs in the area.
2.The proposed sign face change will nr he detrimental to
property 3ocated in the vicinity of :;uc1 sign , and will be in
keeping with the character of the surrounding area.
3.The sign in its existing location along Hamilton Avenue
not obstruct pedestrian or vehicular traffic vision.

4.Due to the unique circumstances applicable to the sign,
immediate alteration , removal or replacement of the sign will
result in a economic hardship.

CONDITIONS OF F.PPROVAL:
1. The site plan and sign elevations received and dated April 18,
1989, shall be the conceptually approved layout.
2. Limited Sign Permit No. 89-3 shall be valid for two years
(until May 12, 1991).
3. Prior to issuance of building permits, the applicant shall file
a cash bond in the amount of $2,000 with the City for the
purpose of indemnifying the City for any and all costs incurred
in the removal of the sign. If the sign is not made to conform
with the applicable provisions of the sign ordinance after two
years from the date of approval, or remodel of the property,
whichever comes first, the City of Huntington Beach or its
agents or employees may enter the property where said sign is
located and remove said sign and the cost of removal shall be
deducted fr;:-*_:e cash bond and summarily forfeited and paid
over to the City of Huntington Beach, and the remainder, if
any, returned to the person depositing the bond.
4. This special sirsn permit shall not become effective for any
purpose until an "Acceptance of Conditions" form has been
properly executed by the applicant and an authorized
representative of the owner of the property, and returned to
the Planning Division; and until the ten day appeal period. has
elapsed.
11 0 ALTERNATIVE ACTION:
The Planning Commission may deny Limited Sign Permit No. 33-3 with
findings.

o whom it may concern:
This application is for an ownership change from Huntington
Beach Athletic club to L.A. Fitness. It is neccessary, therefore,
to change the pylon sign faces and copy to read "L.A. Fitness."
This facility services the surrounding residential community of
Huntington Beach. The club will continue it's services for health
and fitness, racquetball and tanning. The immediate area is
commercially zoned with strip shopping services adjacent to
property.
Our client has requested a limited sign permit for two
reascns. Presently L.A. Fitness is spending quite a bit of money
remodeiirig :-id upgrading the interior facilities. Thus, they would
like to concentrate all major spending on that area of development.
Second, L.A. Fitness believes that trends in fitress are quickly
changing and that in two years the emphases on the sign
(racquetball, aerobics, tanning) may change. At any rate, the
company understands that in two years it will be required to
provide new signage for the premises.
