1, This application must be typed or printed and filled in completely,
2, If the applicant is not the property owner, the property ownershall designate the applicant as the authorized agent to act on his
behalf and both shall sign this application.
3. Planning Commission: Twelve (12) preliminary site plans, floor plans and building elevations (and for new construction
submit preliminary grading plans) a maximum of 24" X 36" in size. Upon acceptance and scheduling of hearing date, two (2)
sets of plans reduced to 8-1/2" X I I and one (1) set of plans colored to illustrate the design and development r•,ncept of the
project shall be submitted. Other plans may be required depending on the: co;,,plexity of Ova project.
4. Zoning Administrator: Ten (10) sets of site plans, floor plans and building elevations (and for new construction submit
preliminary grading plans) a maximum of 24" X 36" In size, and one (1) set of plans reduced to 8-1/2" X I14. Other plans may
be required depending on the comple:dty of the project.

6.. All plans shall conform to the following requirements:
(a) Draw to scale (minimum scale 1/&" or 30'); indicate scale; indicate dimensions of building and floor uses; and north
direction, arrow. Plans shall be oriented so that north is at the top of the page,
(b) Plot the entire parcel and dimension all pertinent data such as easements, driveways, landscaping, parking, and distances to
all property lines, Indicate a,:v grade differential between adjacentproperiles, alleys, or streets.
(c) Plot all existing and proposed physical features and structures on the subject property and abutting properties.
(d) Dimension to the nearest intersecting street and dentify all street names.
(c) Include a legend (locate in lower rii;ltt corner of tite site plan) which lists the name, address, and phone number of the
recorded owner and the applicant,
(f j Identify the legal description of the subject property on the site plan.
(g) Label existing and proposed uses of each room on floor plan,

8. All Planning Commission items require photographs and slides of the subject site and surrounding properties, All other
entitlements require nhotocraphs only.
9. Environmental Assessment Form if determined necessary per California Environmental Quality Act.
10. A massing model will be required for all commercial development and for all residential developments of ten (10) units or
more (three (3) units or more in redevelopment project areas). Minimum scale 1/8" or 30'.
11. A writte,, narrative of the proposed use or project shall accompany this application. The narrative shall contain the following
minimum information:
(a) Reasons for initiating this application.
(b) Area description and population served by the proposed use of projecP;
(c) Description of project and services, including square footage,-hours and days of operation, number of employees, and
other information as appropriate.
(d) Description of surrounding uses to the north, south, cast and west,
(c) A signed statement declaring whether the project site is or is not located within a Hazardous Waste and Substance
site pursuant to Section 65962.5 of the Government Code.
12. In order to support findings for approval for a Variance answer the following questions:
(a) What exceptional circumstances apply to the subject property (including size, shape, topography, location or surroundings)
that deprive it of privileges normally enjoyed?
(b) Explain why the request will not ponstitute a grant of special privilege inconsistent with normal limitations.
(e) Why is this request necessary for the preservation and enjoyment of one or more substantial property rights?
(d) State reasons why the granting of this request will not be mater .ally detrimental to the public welfare.
13. If required by the Police Department, an entertainment permit shall accompany,'iis application.

FOR YOUR INFORMATION: All entitlement decisions are final'unless appealed within ten (10) days of such decision.. The
appeal shall be in writing specifying the areas of aggrieveni ent. In no case shall building permits, certificates of occupancy, or
liccuses be Issued until the appeal period has elapsed. All appeals shall be accompanied by a processing fee.
All applications shall become null and void if the approved use or project has not, been initiated within one (1) year from the
approval date.

A letter will be sent to you regarding the status/completeness of your entitlement(s), or your
pending hearing date, within four weeks. The letter v U indicate either additional information is
required (e.g., revised plans, supplemental plans, environmental information, additional
entitlements, etc.), or that the planner is continuing to process your entitlement(s) and that you.
will be notified as to when your project will be scheduled for a Zoning Administrator, Planning
Commission, and/or Design Review Board hearing.
If the project is subject to Planning Conuvission review, a staff rep: rt will be prepared with your
maps and supplemental information attached; no written staff reports are prepared for Zoning
Administrator or Design Review Board action.
Generally, the total processing time (f om suhmittal to final action by the reviewing body and
expiration of the appeal period) is two (2) to three (3) months for Zoning Administrator action,
four (4) to six (zi) months for Planning Commission action, and two (2) to three (3) months for
Design Review Board action, depending.upon the complexity of your pr,- ' t. When Zone
Changes, General Plan Amendments, Tentative Maps, or preparation of environmental documents
are involved, a longer processing time is necessary.
