The 8' pedestrian area was a condition of approval imposed on Entitlement Plan Amendment No.11-03 to Use Permit No. 92-65 Pro ect Descri tion: To remove the existing 12" bollards (four) at the intersection of Main Street and Fifth Avenue; and install four new bollards 12" closer to the curb edge while maintaining a minimum 12" setback from the curb face. All work to be performed to Public Works Department standards. The bollard replacement will then allow for the outdoor dining with alcohol approval to be accommodated in an area consistent with the prior outdoor dinging approval without alcohol. The existing mix of tables and chairs can continue being used and still comply with the City's new requirements. Zoning and The property is currently zoned SP-5 CZ Downtown Specific Plan, General Plan: District 6 and the General Plan is Mixed Use (F 11 /25-sp-pd). Site History The building has continually been a restaurant for the past 50 years In 1989 Conditional Use Permit No. 89-50 was approved to allow for on-site consumption of alcohol with a restaurant use. In 1993 Use Permit No. 92-65 was approved for outdoor dining. Parkin : Commercial parking is provided on Main Street, at the Art Center public parking lot, and within the City overall Parking Program. The Downtown Parking Master Plan identified parking for 5,280 sq. ft. of restaurant activity at the address Surroundin Uses North-General Commercial East-Multi-Family Residential South-General Commercial West-Public (Library) Environmental Status: There are no significant environmental impacts associated with this project. The project site is not within a known hazardous waste and substance site. Land Use The proposed project is compatible with existing business and Compatibility: multi-family housing in the area for the following reasons: The proposed activity will not generate any unusual noise. Any noise generated will comply with the standards set forth in the noise ordinance of the City's municipal code. Hours of operation will be limited to avoid late night conflicts with adjacent residential uses.
