1. CLOSURE PLAN
A. In order to comply with huntington Beach Fire Dcpar anent City Specification 11427,
a plan for the cl.o, ;re of an aboveground storage facility shall be submitted to the
Huntington Beata, lire Department Hazardous Materials Division for approval sixty
(60) days prior to actual closi4: e. The plan is to be submitted with Huntington Beach
Fire Departmert Above round Facilities Closure Notificati Corm (FD-006).
A facility closure which includes underground storage facilities shall also require
submittal and approval of an uncle: ground closure plan.
If contamination is present, a qualified professional (defined by the Regional Water
Quality Control Board as a State Certified Cee.logist or Engineering G-<alogist, or a
State Registered Civil Engineer) shall be enlisted to ,assume technical responsibility
for the performance, inspection, and eporting of the initial investigation. The
investigation and clean-up must be appr w -l by the Region I Water Quality " ntrol
Board (RWQCB) and/or Orange County Environmental Health Waste Mara ;rat
Section..
B. The aboveground closure plan shall include:
1.r .e schedule for completion of the closure of the ahovegrournd storage
facility.
A description of the size and type of facility to I c- close d, previous use , and
the types of chemical(s) used or stored in the area.
3. A site plan showing the relative location of the facility ar, I the storage areas to
be, closed, including all piping to be removed.
4. A list of all equipment to be removed from the facility and a proposed final
disposition. For the purpose of this closure, equipment shall indluce concrete.
piping, duct work, tanks, and all other aboveground ha ardcrca materials storage
facilities.
5. The procedures to be used for accontar':ination of the f c;ilit and the ract,r of
of disposal for all contaminated by-products of the cleaning crpe.atir n.

6. A description of the sampling program, v where required-', including sample
locations, constituents to be analyzed and test methods. Samples shall be
submitted for analysis to . Hazardous baste Testing Laboratory certified by
the California Department of Health Services (L)OFTS).
*Soil samples may be required by the Fire Prevention Division. Samples r; ay be
required to be collected in the presence of a Fire Prevention Inspector .. In the
absence of a Fire Prevention inspector , soil sampl es may bg collected in the
presence of an Orange County Environmental Health Hazardous Waste
Specialist , a State Certified Geologist or Engineering Geologist, or a State
Registered Civil Engineer who shall be responsible for insuring that samples are
properly collected.
C'. An appropriate amendment to the Hazardous Materials Business Emergency Plan to
include facility/storage changes shall be provided.
D. Additional permits as may be required by the City Building Division, such as
demolition permits, or perm=its to modify the plumbing of the building shall be
obtained.
E. All electrical service to the facility is to be ter minated and removed in accordance
with the Huntington Beach Electrical Code.
P. Facility closures may re quit e art ;nr-;cue°tiou by Huntington f4ca :h Fire Prevention
Division, which mays result in additional requirements.
II. POST CLOSURE REPORT
A. A post closure report shall be submitted to the Huntington beach Fire Prevention
Division within thirty (30) days after corripletion of closure and shall include:
1. Confirmation of compliance with all items in the approved cloiurc plan.
2. A list of any modifications to the approved clas re plar , and a
