Limited Sign Permit No. 88-1 is a request to permit a change in sign
face and grant a 2-year extension of use for an approximately 15
foot high, 34 square foot internally illuminated non-conforming
freestanding sign for the Taco Bell located at 818 Pacific Coast
Highway. The Planning Commission may grant such approval pursuant
to Section 9610.8(c) of the Huntington Beach Ordinance Code subject

The Taco Bell freestanding sign is located in a landscape planter;
the location of the sign is consistent with the Downtown Design
Guidelines , and also a requirement in the Sign. Ordinance. In
regards to the downtown area all signage is regulated by the Design
Guidelines which are more conservative than, and supercedes, the
Code i n the downtown area (Section 9610 .9.b). A copy of the chart
from the Guidelines listing the standards for commercial signs can
be found in Attachment No. 3 of this report.
The applicant is requesting this limited sign permit for a maximum
period of two years in order to comply, as soon as possible, with
the Taco Bell Corporate requirement which requires that all
franchises implement the new Taco Bell logo and signage . Within one
year , however, the applicant will begin a remodel of the restaurant
and, at the completion of the remodel , intends to comply with. the
Design Guidelines by installing a monument sign.
The application has also been reviewed by the Design Review Bbard
which supports the limited replacement of the pole sign and also
recommends that the remodeling of the restaurant trigger the
installation of a monument sign which staff concurs with . Staff has
seen an example of a Taco Bell monument sign incorporating the new
logo, therefore the applicant will be able to comply with both City
standards and Taco Bell Corporate requirements within the two yeas
period allowed by the granting of the limited sign permit.
10.0 RECOMMENDATION:
Staff recommends that the Planning Commission approve Limitc.d Sicn
Permit No . 88-i with the following findings and ccndi t ions of
approval.
FINDINGS FOR APPROVAL:
1. Because of the special circumstances regarding the requirements
of the business franchise agreement and the appli c ant's
proposed remodel of the restaurant , the immediate removal of
the pole sign will result in a hardship for the applicant.
2. The sign will not adversely affect other lawfully erected signs
in the area.
3. The sign will not be detrimental to properties located in the
vicinity.
4. The sign will not obstruct vehicular or pedestrian traffic
visibility and wil '. not be a hazardous distraction.
CONDITIONS OF APPROVAL:
1. The site plan received and dated March 24, 1988, and sign
elevation received and dated April 4, 1988 , shall be the
approved sign permit.

2. Limited Sign Permit No. 88-1 shall be valid for up to two years
(until May 3, 1990 ) or upon approva l of plans for the remodel
of the restaurant , whichever comes first. If plans for the
remodel are not submitted and approved within two years of the
approval of this application , the applicant will be required to
comply with the Downtown Design Guidelines and install a
monument sign.
3. Prior to issuance of building permts, the applicant shall file
a cash bond in the amount of $1,000 with the City for the
purpose of indemnifying the City for any and all costs incurred
in the removal of the freestanding pole sign . If the sigr is
not made to conform with the applicable provisions of the sign
ordinance after two years from the elate of approval , or remodel
of the restaurant , whichever comes first , t he City of
Huntington Beach or its agents or employees may enter on the
property where said signs are located and remove said signs and
the cost of removal shall be deducted from the cash bond and
summarily forfeited and paid over to the City of Huntington
Beach, and the remainder , if any, returned to the person
depositing the bond.
11.0 ALTERNATIVE ACTION:
Deny Limited Sign Permit No. 88-1 with findings.

ITEM #9
(a) The reason for initiating this application.
Taco Bell has changed its national sign image to a new ?.ago sign.
It has required that all company and franchise Taco Bell restaurants
conform to this new image. in order to comply with Taco Bell require-
merits, we are hereby requesting that we be allowed to change our old
image sign to the new image sign.
(b) The Taco Bell in question is located at the corner of Pacific Ccast
Highway and Ninth Street and serves the beach community of Huntington
Beach and traffic along Pacific Coast Highway.
(c) The project entails the removal of the old image Taco Bell sign that
is currently in place and replacing it with the new image Taco Bell
Sign.
