In order to shape and influence. the proposed development of this premier coastal site, it is
recommended that the City establish a set of broad criteria and objectives by which future
development proposals can be measured. This outline presents Staff's proposal for the key
criteria.
Financial
<< Provide positive cash flow to City General Fund (net of cost of service).
Provide positive cash flow to the Redevelopment Agency, net of costs associated with
participation in the project, if any.
* Provides economic success to the property owner.
Promotes the financial success of future tenants/business owners in the project-
Facilitates full development of the site over a period that would ideally not exceed two o
three years.
Linkage between commercial phases and residential phases.
Address City obligation to construct Walnut / Pacific View extension.
Development
Assure a high-quality architectural development which is exciting and visually stimulating;
while recognizing the relationship of form over function.
Incorporate commercial and residential into the project which maximizes the amount of
specialty retail, restaurants, entertainment, hospitality, other visitor-serving uses and providing
the opportunity for creative design and the needs of the customers and residents,
Assure that the development is planned and designed with the future in mind, specifically
discouraging any type of suburban design, or development (i.e., parking lots at front of
property on Pacific Coast Highway).

Statement of Issue: The property owner of the 31-acre site bounded by PCH, First,
Atlanta, and Huntington streets is developing a concept for the future development of this
important site. It is desirable for the City Council to establish broad criteria and objectives
for the development of the site in order to assist the developer in proposing a project
acceptable to the community.
Funding Source; N/A
Recommended Action: Approve the Broad Criteria and Objectives as set forth in
Attachment 1.
Alternative Action s : Modify or Expand the Broad Criteria and Objectives.
Analysis: Within the last year, the 31--acre paFcel on the site bounded by PCH, First,
Atlanta, and Huntington streets, was sold to Morgan Stanley, Morgan Stanley subsequently
entered into a joint venture with Shea Business Properties. Shea Business Properties is
now working to identify a development scenario for this important and strategic beachfront
site in downtown. Most recently, Shea retained the architectural firm of McLerand, Vasquez
& Partners (MV&P) to undertake the planning and architecture work on the site.

In 1996, the Redevelopment Agency commissioned a market assessment of a number of key
beachfront development sites in the downtown area. This assessment was undertaken by
the Sedway Group and focused on the Shea 31 Acres, together with the Waterfront site and
areas at the base of the Pier, The City Council reviewed the results of this in December,
1996. For the Shea 31 Acres, the assessment concluded that there was near-term market
support for a mix of restaurants, entertainment uses, timeshare/hotel, residential units, and
some specialty retail. With demonstrated market support frcm a first phase of development
on this site and development in the surrounding area, additional specialty retail could be
supported in the mid- to longer-term.
City staff has been meeting on a regular basis with Shea, and these meetings have included
MV&P in recent weeks. Rather than have Shea base its ultimate proposals on only staff
input and have to "second guess" the Council's desires, staff has developed Broad Criteria
and Objectives for the Council to consider and approve. This would assist the developer in
making a proposal which addresses the City's concerns and desires upfront. The proposed
Broad Criteria and Objectives have been reviewed by key staff in the Development Services
departments- In addition, the Council's Economic Development Committee also reviewed
and discussed them.
Finally, a copy of the draft Broad Criteria and Objectives was shared Nith Shea and they
made a number of suggested changes, many of which have been incorporated by Staff into
Attachment 1,

Dear Howard:
As a follow-up to our recent meeting concerning development of the 31 acre parcel at Pacific
Coast Highway and First Street, we are herewith submitting the applications which address the
issues requiring policy decisions by the City and Coastal Commission.
The specific issues relate to (1) permitting timeshare and residential uses in District 7, Visitor
Serving Commercial; (2) including single-family homes as permitted uses I District 8A. High
Density Residential; and (3) to realign Pacific View Drive/Walnut Avenue so as to intersect with
Olive Avenue at First Street rather than at the proposed extension of Walnut Avenue.
Although we discussed the possible option of expanding District 7 to conform to the realignment
of pacific View Drive, we have held off including that specific request until after further analysis
of the site is completed.
This application requests the following:
1. Amend the Circulation Element of'the General Plan to realign Pacific View Drive Valnut
Avenue.
2. Amend the Land Use Element of the General Plan to include Timeshare and Residential
(Mixed use-Vertical) in the Commercial-Visitor Area of the Downtown Plan,
Amend the Downtown Specific Plan to:
(a) Realign Pacific View Drive/Walnut Avenue;
(b) Amend District 8A to permit residential density to average 30 units per acre over
the entire district, to allow single family homes, and to establish standards for single Family
development:
(c) Amend District 7 to permit Timeshare and Residential Uses subject to a
Conditional Use Permit.
