Moving away from the history of the property now into the narrative
of the proposal in hand, Coultrup Development Company endeavors to
master plan phase I and Phase II. By doing this the entire property
works in harmony from an aesthetic stand point from all view angles
and provides for that the landscaping to work for the entire
property. A Master Planned Homeowners Association will be formed
to assure that the property will maintain its uniformity,
continuity and highest level of maintenance.
Phase II will enjoy many amenities one of which will be the beach
directly in front of the property the other being the club House
and the pool which is also a part of Phase I. Proposed for
Phase II are 19 single family detached homes that are all two (2)
story except for four (4) units in the center of the project which
are planned to be three (3) story. The homes will range in size
from 3000 to 5000 square feet, maximum building height not to
exceed 35'. Each home will have a three (3) car garage and there
will be an additional 30 open parking spaces for guests. We will
have additional parking of 34 spaces above that required by code.
This project involves an amendment to the uses permitted on the
Huntington Harbour Bay Club specific plan, a 5.16 acre site located
on the Nortiz side of Warner Avenue between Edgewater and Sceptre
Lane. This specific proposal involves deleting the provisions
permitting a restaurant, banquet facility and tennis court and
permitting a second phase of residential use by permitting a 19
unit planned residential development.
The uses to be permitted within the specific plan include the
existing marina and the necessary auxiliary uses:
*The existing 36 unit condominium project,
*A proposed 19 unit planned community,
*A public beach and walkways along the existing bulk head.
The previous required ten parking spaces for beach use are provided
and parking for the marina will be provided also. The City parking
standard of .75 spaces for each boat slip will be provided for
those slips not assigned to a residential unit a ratio of one, (1)
slip per home will be provided for each residence. The beach and
public walkways previously offered for dedification for public use,
but not excepted by a public entity at this point, will be accepted
and maintained by the community association Phase I and Phase II
and will be open for public access and use. The Master Community
Association will be formed, combining the existing 36 unit
condominium project and the proposed 19 unit planned community.

PROJECT DESCRIPTION
The proposed plan for the 19 unit planned community involves the
construction of 13 homes along the beach and marina and five (5)
off water beach homes and a custom lot proposed for future
development. It is Coultrup Development Companys intent to see
this master plan develop in harmony with our neighbors and with the
neighborhood to provide an improvement to the property and an
improvement to the community in general.
By offering this less intense use over the existing facility and
a more harmonizing use with the neighborhood we hope to bring a
finality to the development of the Huntington Jarbour Bay Club
site.

that additional fees may be owed should the EIR need to
he prepared.

Plan and to re-zone a portion of the property to R1-SFR.
Check in the amount of $150.00 to cover filing fee is
included.
