3. Planning Commisslor: Twelve (12) preliminary site plans, floor plans and building elevations (and for now construction
submit preliminary grading plans) a maximum of 24"X 36" lr, size. Upon acceptance and scheduling of:hearing date, two (2)
sets of plans reduced to 8-I/2" X 11" and one (1) set of plans colored to illustrate the design and tevelopmcnt concept ofthe
project shall be submitted. Other plans may be required depending on tho'complexity of the project.
Zoning Administrator: Ten (10) sets of site plans, floor plans and building elevations (and for new construction submit
preliminary grading plans) a maximum of24" X 36" In size, and one (1) set of plans reduced to 8-i12,",X I V. Other plans may
be required depending on the complexity of the project,
5. Staff Review or Design Review; Six (6) sets of site plans, floor plans and building elevations a maximum of 24" X 36" in
size. A materials palette and colored rendering Including all proposed wails Is also required for design review.
6,. All plans shall conform to the following requirements
(n) Draw to scale (minimum scale 1i'3" or 30'), Indicate scale-lndicate dimensions of building and Moor uses,, and north
direction arrow. Plans shall be oriented so that north is at the top of the page.
(b) Plot the entire parcel and dimension all pertinent data such as casements, driveways, landscaping, parking, and distanecs to
all property lines, Indicate any grade differential betwcen'adjacent properties, alleys, or streets.
(c) Plot all existing and proposed physical t'Vatures and structures on the subject property and abutting properties.
(d) Dimension to the nc;rest Intersecting street and idea d' all street names.
(c) Include a legend (locate In lower right comer of the site plan) which lists the name,address, and phone number of the
recorded owner and the applicant.
t f) Identify the legal description of the subject property on the site plan.
(g) Label existing and proposed uses of each room on floor plan.
(h) Fold all plans to a maximum size of 8-l/2" X 14" (lower right corner out),
(I) Indicate colors and materials on all building elevations,

11, A written narrative of the proposed use or project shall accompany this application. The narrative shall contain the following
minimum information:
(a) Reasons for Initiating this application,
(b) Area description and population served by the proposed use of project;
(c) Description of project and.. services, Including square footage,•h.ours and days ofoperatlon, number of employees, and
other information as appropriate.
(d) Description of surrounding uses to the north, south, east and west.
(e) A signed statement declaring whether the project site Is or is not located within a Hazardous Waste ar,d Substance
site pursuant to Section 65962.5 nfthe Government Code.
12x In order to support findings for approval for a Variance answer the following questions:
(a) Waat exceptional circumstances apply to the subject property (including size, shape, topography, location orsurroundings)
that deprive It of privileges normally enjoyed?
(b) Explain why the reques'. will not constitute a grant of special privilege inconsistent with normal limitations.
(c) Why is this request accessary for the preservation and enjoyment of one or more substantial property rights?
(d) State reasons why the granting of this request will not be materially detrimental to the public welfare.

Development Dept tment. The Project Planner indicated above is assigned to processing your
entitlement(s). The Project Planner is responsible for,
a
•Reviewing your' entitlement(s) for completeness;
•Reviewing plans for compliance with the Zoning Code and applicable City Ordinances;
o Evaluating the project for conformance with the General Plan;
®Preparation of environmental documents pursuant to the California Environmental
Quality Act (CEQA),
w Obtaining other City department's comments relative to the project;
Analyzing the site plan layout and, if applicable, the floor plans and elevations;
Evaluating the project for compatibility with, and potential impacts to, surrounding
Assisting you with any follow-up actions and/or conditions of approval.
Scheduling the project. for a public hearing;
Preparing a recommendation(approval/rlenial) with findings and conditions, and
uses/structures;
Coordinating issues related to the Fire Dept., Public Works Dept., Building Division, etc„
A lettu,r will be sent to you regarding the status/completeness of w.jur entitlement(s), or your
pending hearing date, within four weeks. The letter will indicate either additional information is
required (e,g., revised plans, supplemental plans, environmental information, additional
entitlements, etc.), or that the planner is continuing tr, process your ontitlement(s) and that you
will be notified as to when your project will be scheduled for a Zoning ,Administrator; Planning
Commission, and/or Design Review Board hearing.
If the project is subject to Planning Commission review, a staff report will be prepared with your
maps and supplemental information attached; no written staff reports are prepared fot zoning
Administrator or Design Review Board action.
Generally, the total processing time (from submittal to final action by the reviewing body and
expiration of the appeal period) is two (2) to three (3) months for Zoning Administrator action,
four (4) to six (6) months for Planning Commission action, and two (2) to three (3) months for
Design Review Board action, depending upon the complexity of your project, When Zone
Changes, General Plan Amendments, Tentative Maps, or preparation of environmental doc,,ments
are involved, a longer processing time is necessary.
