on November 19, 1985, the Planning Commission opened the public
hearing on Land Use Element 85-3 (Area 2.1)/Environmental Impact
Report 85-2/Zone Change 85-15 in order to takepublic.testimony and
continue the hearing to December 3, 1985 for action pending the
December 2, 1985, expiration of the 45-day EIR review per,io,d. in
the time since the Nove;mmber 19 public bearing, staff has researched
additional aspects of Land Use Element 85-3 (Area 2.1) and
Environmental Impact Report 85-2. That new information is added. to
the EIR and discussed in the analysis section of this report,

In addition to Area 2.1, staff has indicared that resolutions
which should be further discussed by the Planning Commission prior
and zoning During preparation of the zone changes staff determined
that there area number of significant issues regarding these areas
ordinances would be submitted to the Planning Commission on December

changes intended to establish consistency between the General Plan

other alternative, an office building, would probably have a greater

I have looked at plans for the project; and I feel that this is
a mich needed eMplex, and that this locat:.on is ideal due to the
proximity of the pharmacy, banks, and stores.
As a real estate expert in the area -w I do not feel Ghat the
complex will adversely affect the surrounding property value.
I feel, in fact, that such a beautiful complex will be an imp rove-
rent over the existing old bui ldirg. I feel that as long as an
adequate landscaping, buffer is provided and that there is enough
distance between the ad joining properties - that the residential
property values should neither go up or dcw.
The preceding; is my honest opinion and what i believe to be an
objective evaluation.

concens regarding parking and building heights by incorporating
subterranean parking into the project. To cover the added cost, the
applicant has submitted a revised plan which indicates 151 units (50
units per acre with a 45 percent density bonus over R4 zoning).
Consequently, the EXR should be anenrzed to reflect an additional 80
daily vehicle trips and marginal increases in air emissions. The

density is required to reduce the visual bulk of the project and
ensure compat ibility with surrounding uses . T he (0)will require
City Design Review Huard approval of development plans for the

Prior to adoption of Zone change 85-15 staff would further recommend
that a draft Developmer.tAgreement be prepared limiting developed
units to 112 under R3 zoning or 151 units under the requested R4
zoning and establishing afrardahility requirements.
As a'supplemental attachment to this staff report the applicant has
submitted a map and two lists of shopping facilities in t), vicinity
of the project which would be easily accessible for senior.
