A recommendation for denial by the Planning Commission will allow the City Council to deny the reclassification of property without holding a public hearing unless an appeal is filed to the City Council by you or another interested party. Said appeal must be in writing and must set forth in detail the actions and grounds by and upon which the party deems himself aggrieved. BOX 190 CALIFORNIA 92E48 October 18, 1990 City of Huntington Beach/ Ursino Development 5362 Oceanus Drive Huntington Beach, CA 92649 SUBJECT: GENERAL PLAN AMENDMENT NO. 90-5/ZONE CHANGE NO.90-6/NEGATIVE DECLARATION NO. 90-24 REQUEST: To redesignate a 2.04 acre area from General Commercial to Medium-High Density Residential and rezone from C2 (Community Business) to R3 (Medium-High Density Residential). And to amend the General Plan land use designation on approximately 0.81 acres from General Commercial to Medium-High Density Residential to bring the property into conformance with the existing R3 (Medium-High Density Residential) zoning. LOCATION: 16851, 16871, 15911 Bolsa Chca Street (west side of Bolsa Chica Street, approximately 270 feet north of Warner Avenue). DATE OF ACTION: October 16, 1990 FINDINGS FOR DENIAL - ZONE CHANGE NO. 90 The Planning Commission finds that Zone Change No. 90-3 for R3 (Medium-High Density Residential) will reduce the commercial land use inventory in the area, and thus limit the area's ability to meet future commercial demand. This is based upon the future residential buildout of the Bolsa Chica area and Meadowlark area. General Plan Amendm. -, No. 90-,./ Zone Change No. 90-6/ Negative Declaration No. 90-24 Page Two 2. The Planning Commission finds that the site is wide and deep enough to accomodate a viable commercial use and also is adjacent to commercial uses to the south which adjoin a major intersection. 3. The Planning Commission finds that the land use designation of Medium-High Density Residential is too intense for the project site. I hereby certify that General Plan Amendment No. 90-5, Zone Change No. 90-6 and Negative Declaration No. 90-24 were denied by the Planning Commission of the City of Huntington Beach on October 16, 1990, upon the foregoing findings. This denial represents the Planning Commission's recommendation only. General Plan Amendment No. 90-5, zone Change No. 90-6 and Negative Declaration No. 90-24 must be forwarded to the City Council for adoption and denial.
