Gentlemen:
In order that there not be any misunderstanding
concerning the conditions set forth by the Board of
Zoning Adjustments , the interpretation of Condition #5,
which reads and I quote: "A screening fence shall be
constructed with at least 1' strip of landscaping
along the south property line at such time as off--site
improvements are made " has been intdrpretated to mean
to a dense landscaped buffer with a guard rail only.
Unless I hear from the Board to the contrary I
will assume the interpretation is agreeable to all
partLes concerned including the C..ty.

To permit encroachment of theater entrance
The subject property is located on the northeast
corner of Warner Avenue and Gothard Street in the M1 Light Industrihl District.
Mr. Poole and Mr. !'utawnn , representing
Nationwide Theatres Corporation, addressed the Eoara. Mr. Poole stated that
this application was before the Board pursuant to a request by the City to modify
existing drive entrance into the Warner Drive-in Theater because of traffic
problems at the present entrance . de stated that it was-his desire that the
minute s state that improvements on Warner Avenuewild not be required at this
time.
Jim Palin, Acting Secretary, informed Mr. Poole
that improvements and dedication were required by ordinance and the Board of
Zoning Adjustments did not have the authority to :.wive these requirements. However,
the applicant could contact the City Engineer for possible postponement of the
improvements.
Landscaping and screening were discussed. Mr.
Gutzmann informed the Board that a chain link fence woven with redwood stakes will
be maintained with eucalyptus Trees planted for screening of the theater. Also
there would be a barrier fence of posts and chain to deter vehicles from using
the south portion of the property . Low growing shrubs would . be incorporated for
further enhancement of the property.
Relocation of the attraction board was discussed.
Landscaping within the sign location and along the chain fence was discussed.
Board discussion was held.
A MOTION WAS MADL BY MCFARLAND AND SECONDED BY
PALIN TO APPROVE ADMINISTRATIVE REVIEW NO, 71-30 W):TH THE FOLLOWING CONDITIONS:
1. The plot, plan received May 27, 1971 shall be the approved layout.
2. A barrier shall be placed at the existing driveway and said driveway shall
be used for emergency access only.
3. The front 35 feet of existing landscaping on the east property line shall
be remov,.4..
4. iarner Avenue and Gothard Street shall be dedicated and fully improved to
City standards.
5. A screening fence shall be constructed with at least 1 foot strip of landscaping
along the south property line at such time as off -site improvements ar e made.

SECONDED BY MCFARLAND TO APPROVE DIVISION OF LAND NO. 71-18 WITH THE FOLLOWING
CONDITIONS :
1. The plot plan received May 271, 1971 shall be the approved layout.
2. A1I'conditions of approval for Tentetive- Tract Map Pa. 7155 shall be com-
plied with.
3. Goldenwest Street, 17th Street and Palm Avenue shall be dedicated and
fully improved to City standards . Improvements shall incledo street trees,
street signs, street lights, fire hydrants , sewer and water main extensions.
4. Water supply shall be through the City of Huntington Beach's water system.
5. Sewage disposal shall be through the City of Huntington Beach 's Sewage system.
6. The water, sewer and fire hydrant system sha.11 be approved by the Depart-
ment of Public Works and Fire Department.
7. Easements for utilities or walkways shall be provided to impartment of
Public corks standards.
8. The property shall partici pate in the local drai nage assessment district.
9. All utilities shall be installed underground.
10. All applicable City Ordinances shall be complied with.
11. A Parcel Map shall be filed with the City and recorded prior to framing
inspection of any structures.
12. The Divi sion of Land shall not be effective until an ag r eement is signed
and recorded agreeing to the conditions listed above.
