The VA was contacted and asked if their office has "placement
services" whereby a veteran is placed in a private home to be
cared for under a "care of non-related"situation; the answer
was no.
The VA has a "domiciliary home" in Los Angeles where entry is
permitted for veterans due to old age, disability or an inabilit
to care for themselves.

The Office is not a "placement service" nor dots it license any
person or home for the purposes of placement under a "care of
non-related", situation.
This office functions as an interm-diary in that it"has record"
of persons receiving welfare who are in need of a place to live
and it "hears of" homes such as the Rader Home who will take-in
such persons. There is no formal placement.
Persons like Mrs. Rader are considered, by this office, as "free
agents" offering a board and care type of operation and the
persons on welfare, also, are considered as "free agents" who are
free to move at any time.
In some cases there is a social worker assigned by an agency to
a particular welfare receiver and in other cases it is, qt this
time, unclear what type of review is maintained.
The following list offers additional information as to the types
of placements being requested under AR 71-55 and AR 71-56 (also,
an indication as to the variety of human situations that may be
expected under the "care of non-related" provisions of the
Huntington Beach Ordinance Code:

physically handicapped.

This people of the State of California do mmal as follows:
Sr,oTio a 1. Section 5115 is added to the Welfare and In-
stitutions Code, to read ;
5115. The Legislature hereby tlntls and declares:
(a) It is the policy of this state, as declared and establiphed
in this act and in the Lanternnan Mental Retardation Act of
1969, that mentally and physically handicapped persons are
entitled to live in normal reaiaential surroundings and should
not be excluded therefrom because of their disability.
(b) In order to achieve uniform statewide implementation
of the policies of this act and those of the Lanterman Mental
Retardation Act of 1969, it is necessary to establish the state-
wide policy that the use of property for the care of sit or
fewer mentally disordered or otherwise handicapped persons
is a residential use of such property for the purposes of zoning.
Sac. 2. Section 5116 is added to the Welfare and Institu-
tions Code, to read:
5116. Pursuant to the policy stated in Section 5115, a
state-authorized, certified , or licensed family care, foster home,
or group home serving six or fearer mentally disordered or
otherwise handicapped persons, shall be considered: a 'residen-

5117. In order to further facilitate achieving the purposes
of this act and the Lanteinnan Mental Retardation Act of
1969, it is desirable that there be a consolidation of the fa-
cilities standard setting, licensure and ratesetting functions
of the various state departments under the jurisdiction of the
Iumau Relations Agency . The Secretary of the Human Rela-
tions Agency shall present to the Assembly and Senate Rules
Committees not later than March 1, 1971, a specific plain to
accomplish this goal . In developing this plan, the retary
shall consult with and seek the a''.vice of the public and pri-
vate agencies , the consumer groups , and the facilities at'feoted
