ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-75 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised plot plan received May 30, 1973 shall be the approved layout as amended, 2. A revised plot plan shall be submitted to the B..arS of Zoning Adjustments for approval action indicating conformance to lot coverage including tabulations Landscaping shall be provided in walkway. 3. 10th Street and alley shall be dedicated to City standards at the time each parcel is developed. 4. Elevations of the proposed plan shall be submi'Lted to the Board of Zoning Adjustments for review and approval action. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. Soil and compaction reports as required by the Building. Department and the Department of Public Works shall be submitted to the City. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to speci - fications provided by the Fire Department. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 10th Street and alley shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Easements for utilities or walkways shall, be provided to Department of Public Works standards. 4. The property shall participate in the local drainage assessment district. 5. No structures, other than those shown on the approved plat plan, shall be constructed within the project. 6. All applicable City Ordinances shall be complied with. City of Huntington Beach policies regarding imple- mentation of the California Environmental Quality Act of 1970 (speci- fically Section 21151 of the Public Resources Cbde), the E.I.R. Review Committee has reviewed the Interim Short Form Environmental Impact Report material submitted in request for Exemption Declaration status for the above described project and hereby recommends: (ch.ack, one' 1. That the request for Exemption Declaration status submitted is insuffi- cient to facilitete a decision as to the environmental significance of this project and the project sponsor is therefore requested to resubmit a more thorough Environmental Short Form covering the following informa- tion: D 2. That the proposed project may have a significant effect on the enviro,i- ment and has not been covered adequately in a previously approved request for exemption declaration status. Exemption declaration status therefore cannot be granted for this project and an environmental impact study is thereby required to be submitted to this department and the City shall prepare an Environmental Impact Report prior to the project's approval. The significant environmental impacts which may result from this project include--but may not be limited to--the following: That the proposed project cannot, or will not, have a significant effect on the environment. Exemption Declaration status is therefore granted for this project and the submittal of an environmental impact study ie thereby not necessary. 4. That even though the proposed project may have a significant effect on 1.9 the environment , the project i s a lesser i ncluded part of another project which has previ ously been exempted or for which an Environ mental Impact Report has p reviously been prepared, provided that the project and Environmental Impact Report were approved and covers the specific environmental impacts of the lesser project .
