To permit construction of a 4500 sq. ft. addition to anexisting catering service building pursuant to S. 9530 of
the Huntington Beach Ordinance Code, located on the west
side of Morgan Lane approximately 240 ft. south of Slater
Ave. in an Ml industrial district.
Mr. G. Boekstein and Mr . Jay Mastroani , applicants, were
present.
The plans were discussed and Conditions of Approval were
discussed . Applicants stated that no additional signs were
planned.
ON MOTION BY EADIE AND SECOND BY LIPPS ADMINISTRATIVE
REVIEW NO. 73-80 WAS APPROVED WITH THE FOLLOWING CONDITIONS
BY THE FOLLOWING ROLL CALL VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received May 3, 1973 shall be the
approved layout.
2. Morgan Laze shall be dedicated to City standards
at the time each parcel is developed.
3. The water , sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
4. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall
be submitted to the City,
5. A Division of Land application , separating this parcel
from the remaining property held under the same owner-
ship, shall be approved by the City.

6. The architecture of addition shall be as per existing
building.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1, A landscaping plan shall be submitted to the Planning
Department for review and approval action,
2. Solid gate shall be provided for trash enclosure, to
be architecturally compatible with project.
3, Rooftop mechanical equipment shall be screened from
view. Said screening plan shall be approved by the
Board of Zoning Adjustments.
4. All signs for the Proposed Development shall be sub-
mitted to the BZA for approval. Signs shall reflect a
common theme with respect to design materials and colors
which are compatible with the architectural theme of the
proposed project.
5. Fire alarm system conduit and appurtes:- _'s shall be
installed by the developer at locations _% d to speci-
fications provided by the Fire Departm'
6. The Division of Land approved by the Cit• shall be
recorded.
7. A Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any
parcel.-
TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Morgan Lane shall be fully improved including street
trees , street signs, street lights, fire hydrants,
sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to
Article 979.
4. A lighting system shall be installed within the project
equal in illumination to lighting on public streets.
Lighting system shall be shielded to reflect away
from adjoining properties and streets.

In accordance with City of Huntington Beach policies regarding imple-
mentation of the California Environmental Quality Act of 1970 (speci-
fically Section 21151 of the Public Resources Cbde), the E.I.R. Review
Committee has reviewed the Interim Short Form Environmental Impact
Report mater ial submitted in request for Exemption Declaration status
for the above described project and hereby recommends: (check one)
D 1. That the request for Exemption Declaration status submitted is insuffi-
cient to facilitate a decision as to the environmental significance of
this project and the project sponsor is therefore requested to resubmit
a more thorough Environmental Short Form. covering the following informa-
tion:
2. That the proposed project may have a significant effect on the environ-
ment and has not been covered adequately in a previously approved request
for exemption declaration status. Exemption declaration status therefore
cannot be granted for this project and an environmental impact study is
thereby required to be submitted to this department and the City shall
prepare an Environmental Impact Report prior to the project 's approval.
The significant environmental impacts which may result from this project
include --but may not be limited to--the following:
3. That the proposed project cannot , or will not, have a significant effect
on the environ ment. Exemption Declaration status is therefore granted
for this project and the submittal of an environmental impact study is
thereby not necessary.
4. That even though the proposed project may have a significant effect on
the environment , the project is a lesser included part of another
project which has previously been exempted or for which an Environmental
Impact Report has previously been prepared, provided that the project
and Environmental Impact Report were approved and covers the specific
environmental impacts of the lesser project. (in this case, the project

S. That even though the proposed project is a part of a larger existing
established use of land which may have or has had a significant affect
on the environment, the proposed project, when considered. alone,
contributes an insignificant impact on the environment therefore
Exemption Declaration status is granted.
