No one was present to represent the applicant.
The Vice-Chairman stated that the driveway could be smaller
and.landscap:ing increased.: The Acting Secretary noted that
there were no elevations on file. Board discussed the
conditions of approval.
ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE
REVIEW NO. 73-114 WAS APPROVED WITH THE FOLLOWING CONDITIONS
AND BY THE FOLLOWING ROLL CALL VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
The plot plan . received July 9, 1973 shall be the
approved layout.

A revised plot plan shall be submitted to the Planning
Department for approval action. Said plan shall provide
landscaping in compliance with Code. Southerl,y,driveway
shall be reduced to a width of 15' to sustain additional
required landscaping.
3. Commerce Lane shall be dedicated to City standards at the
time each parcel is developed.
4.. Elevations of the proposed plan shall. be submitted to the
Board of Zoning Adjustments for review and approval
action.
5. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
6. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of, such easement.
7 . Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
B. TO BE COMPLETED"IPRIOR TO FRAMING INSPECTION:

shall be approved by the Department of Public Works.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
Commerce Lane shall be fully improved including
street trees , street signs , street lights, fire
hydrants, sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform, to
Article 979.
4. There shall be no fence, structure or landscaping
constructed or maintained over 3 1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and, streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
D. TO BE COMPLETED PRIOR TO ISSUANCE O CERTIFICATE OF

In accordance with City of Huntington Beach policies regarding imple-
mentation of the California Environmental Quality Act of 1970 (speci
fically Section 21151 of the Public Resources Code), the. E.1.R. Review
Committee has reviewed the Interim Short Form Environmental Impact
Report material submitted in request for Exemption Declaration status
for the above described project and hereby recommends: (check one)
That the request for Exemption Declaration status submitted is insuffi-
2, That the proposed project may have a significant effect on the environ-
ment and has not been covered adequately i n a previously approved request
for exemption declaration status. Exemption declaration status therefore
cannot be granted for this project and an environmental impact study is
thereby required to be submitted to this department and the City shall
prepare an Environmental Impact Report prior to the project's approval.
The significant environmental impacts which may result from this project
